We’re recruiting for a position that will help shape and strengthen the supports that enable teaching teams to deliver Victoria’s Best Start, Best Life reforms. These roles contribute to the design and delivery of funded professional learning, practice tools and resources that build the quality of early childhood education across Victoria. In this position you will help turn strategy into action, supporting the design, delivery and continuous improvement of Victoria’s nation-leading early childhood assessment initiatives, and develop projects that strengthen the early childhood workforce.

About the Role

We're recruiting for a position that will help shape and strengthen the supports that enable teaching teams to deliver Victoria's Best Start, Best Life reforms. These roles contribute to the design and delivery of funded professional learning, practice tools and resources that build the quality of early childhood education across Victoria.

You'll join dynamic, high performing teams driving initiatives that empower teachers, educators and leaders across Victoria to deliver high-quality programs and achieve better outcomes for every child.

In this position you will help turn strategy into action, supporting the design, delivery and continuous improvement of Victoria's nation-leading early childhood assessment initiatives, and develop projects that strengthen the early childhood workforce.

You'll bring strong skills in project and program delivery, written communication, stakeholder management and procurement, experience in the early childhood sector and the ability to work effectively in a fast-paced reform environment.

Role Details: fixed term for up to 3-years

The role sits in the Assessment for Learning team, which is responsible for the Victorian Government's investment in training, policy and program development related to:

Embedding the Early Years Assessment and Learning Tool across kindergarten providers, and its contribution to the national Preschool Outcomes Measure
Improving the practice of kindergarten teaching teams to assess children's learning under the Additional Year of Funded Kindergarten policy
Improving the practice of kindergarten teaching teams to assess and communication children's learning, and how Foundation teachers integrate this information into their practice, to support children's learning continuity as they transition to school (from kindergarten to school)

Qualifications and Experience

A tertiary qualification in project management, communications, policy or other relevant field is required.

Experience in an early childhood education context is desirable.

The successful applicant will be required to hold a Working with Children Check at their own cost.

About the Division

The Early Learning Practice and Participation (ELPAP) Division guides, supports, and inspires high-quality educational practice that improves the learning and development outcomes of Victoria's young children in government funded early learning programs. The Division's work is underpinned by a commitment to ensuring that all children are able to access, be included in, and engage with early learning. ELPAP leads operational policy and program development to deliver high quality, inclusive kindergarten programs and to support participation for children experiencing vulnerability and disadvantage, those who stand to benefit most from early learning.

The Division is also responsible for the delivery of professional practice supports and quality initiatives for kindergarten and Pre-Prep aligned to the Victorian Early Years Learning and Development Framework (VEYLDF) and National Quality Framework (NQF).

To carry out this work, the Division is organised into two branches: the Early Learning Participation Branch and the Professional Practice Branch. Together, these branches lead work across several key focus areas:

Delivering practice quality enablers that improve workforce retention and recognition
Developing and implementing participation and inclusion supports for all children
Implementing needs-based funding for kindergartens
Working with system partners to proactively identify and connect children who might otherwise miss out on kindergarten, ensuring their enrolment and attendance

This role sits within the Professional Practice Branch.

The department provides a wide range of learning and development support and services.

The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
