About the Victorian School Building Authority
The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s.
The VSBA upgrades and expands existing schools and plans, designs and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.
With Victoria recently introducing two years of funded kindergarten, the VSBA is also working with the early childhood sector on a massive kindergarten construction program.

About the Division
Asset Management Division
The Asset Management Division is responsible for setting VSBA's strategic asset direction, developing and implementing programs that address accessibility, inclusion and accommodation initiatives, and building school capability and capacity to manage assets.
The Maintenance Delivery Branch oversees maintenance projects, encompassing planned maintenance, as well as the upkeep of hydraulic fire safety systems and shelter-in-place facilities and other programs. Additionally, it ensures that secondary school campuses are equipped with suitable facilities to accommodate mental health practitioners, aligning with the government's commitment for this program.
The Programs Branch overseas and delivers a range of responsive and programmed works projects, including minor capital works, Accessible Buildings Program, Inclusive School Fund and the Emergency Maintenance Program. Additionally, the PB delivers the relocatable building programs, consisting of more than 200 constructed and installed relocatable buildings across the State to support enrolment growth and school redevelopment programs.
About the Role
We are seeking to hire a Manager (VPS6) in the the Commercial and Programs Unit The Commercial and Programs Unit provides multiple support activities to the Maintenance Delivery and Programs Branch delivery programs, including: Project tracking and reporting, Database management, Strategic commercial operations and procurement, Project delivery protocols, Generalist administrative function.
The role will co-lead and facilitate the Commercial and Programs Unit's fulfilment of the responsibilities, and its commitment to:
- Meaningful and collaborative engagement with key internal and external stakeholders
- Development of timely and detailed reporting on complex projects and programs
- Continual improvement of work processes and culture, Compliance with ministerial directions
- Implementation of assurance program outcomes and approved recommendations
- VSBA's operational and strategic goals
The key responsibilities of this role are to:
- Model and uphold department values
- Develop and deliver a high performing, organised, and strategically focused team
- Lead effective and timely delivery of projects in alignment with organisational strategies and priorities
- Lead development and implementation of business process and data analytics improvements
- Lead data analytics, reporting, and insights, including communication to leadership groups
- Identify actionable opportunities for value creation and process improvement
- Lead responses to ad hoc data requests, working with systems and stakeholders to extract, source and collate data

The candidate must have experience in:
- Leading a team effectively, ensuring they deliver on tasks and programs.
- Leading and developing reports and dashboards that are user-friendly and easily interpreted.
- Building and maintaining positive relationships with key stakeholders to facilitate successful program delivery and effective communication.
- Monitoring and analysing the effective execution of projects critical to achieving business goals.
- Demonstrating analytical thinking skills to identify issues and deliver solutions to support business needs.
- Proficiency in Microsoft BI, Excel, and Oracle for reporting and dashboard creation.
- Aligning operational programs with the broader strategic goals and initiatives of the organization.
Desirable Qualifications and Experience
Essential:
- Bachelor's degree in a relevant field such as Business Administration, Information Technology, Commerce, or a related discipline.
- In-depth knowledge and hands-on experience with technologies such as Microsoft BI, Excel (including advanced functions and data analysis techniques), and Oracle (for data extraction, manipulation, and reporting).
Desirable: Familiarity with the education sector or similar public sector environments, fostering a positive and collaborative work culture, promoting teamwork and professional development.
