POSITION PURPOSE/OBJECTIVE

The primary purpose of this position is to plan, manage and deliver asset planning, asset
management and associated projects to ensure that Blue Mountains City Council waste
facilities and assets—including the Katoomba and Blaxland Landfill sites—are maintained
in a serviceable, functional and safe operating condition.

The role provides technical and operational support to ensure waste infrastructure
supports the Resource Recovery & Waste Service to comply with relevant legislative
requirements, industry standards and Council objectives, while supporting the efficient,
sustainable and long-term operation of Council’s waste management assets across the
Blue Mountains Local Government Area.

KEY RESPONSIBILITIES

Conduct and complete cyclic asset inspection programs, waste infrastructure

inspections and asset data collection across Council’s waste facilities, including
landfill sites and associated infrastructure.

Apply asset management principles, standards and legislative requirements relevant

to waste management in a local government environment.

Acquire and maintain expert user knowledge of Council’s asset management and

asset information systems.

Development, implement and revise an integrated cost-effective preventative

maintenance program for all plant, equipment and built assets for the facilities.

Schedule and control maintenance inspections as required to meet the maintenance

program. Report any risks identified to the Project Manager – Waste Services
recommending or initiating risk reduction initiatives that can be applied until
corrective works can be undertaken.

Ensure appropriate maintenance records are kept.

Assist in the development of project briefs for consultants and contractors.

Work with the Contracts & Business Support Officer to undertake the procurement

of goods and services from external sources in accordance with BMCC Policies and
Procedures, including the acquisition of quotations, estimates and/or tenders for
contracted works.

Contract manage work undertaken by contractors for quality control, compliance with

standards, risk minimisation and to ensure that contractors are acting in accordance
with policies and procedures.

Contribute to help Council deliver its sustainability goals.

Workplace Health & Safety

Ensure compliance with WHS obligations and responsibilities as outlined in Councils
policies and procedures and under the relevant WHS legislation. These include but are
not limited to: identifying potentially unsafe situations or work practices and notifying your
Supervisor or Manager (or the Health, Safety Manager/Area Safety Representative);
never performing a task that you believe is dangerous or for which you do not have the
experience, or have not received appropriate instructions and training or where the correct
equipment to carry out the task safely is not available; always work in a safe manner and

in accordance with safety instructions, where applicable; use the work equipment supplied
for the job, in accordance with the manufacturer's instructions), and any personal
protective equipment, which the Council deems necessary and has provided; be safety
aware and report any actions to your line manager which will assist the Council to meet
its legal workplace health and safety obligations.

You have the right to cease or direct cessation of unsafe work. In addition, you are required
at all times to comply with Councils Asbestos Management Plan and Policy.

Compliance & Risk

Escalate any compliance risks promptly to the Project Manager - Waste Services.

COMMUNICATION

The person will communicate with a wide range of people in a variety of internal and
external settings and requires well-developed interpersonal skills.

The person will receive, interpret, and act upon written and verbal information, and provide
a response in both written and verbal forms.

The position will provide specialist advice of both a verbal and written nature, on matters
relating to the specialist functions of the position.

JUDGEMENT & PROBLEM SOLVING

Operates with some level of autonomy in fulfilling the asset management responsibilities
of the position.

Strong technical focus requires the need to interpret and satisfy internal policy and
legislative requirements across a broad range of environmental disciplines and asset
types.

Is required to provide a range of advice regarding identifying and communicating asset
condition and risk which necessitates sound judgement.

Pre-empts potential problems and takes action to avoid them or minimise their impact on
the organisation or safety.

The role refers to supervisors on issues that are politically sensitive, legally complex,
require significant discussion and judgement, require financial expenditure beyond the
position’s delegation or results in significant change in the agreed work program.

AUTHORITY
The position will provide advice on accepted industry practices or experience within all
aspects of the area of control. The incumbent will make day-to-day decisions concerning
tasks and activities under the employees’ control, including:

Assist the Project Manager – Waste Services in the effective management of relevant

budget focus areas, including project manage & lead projects up to a value of $50,000.

Acts or omissions of the jobholder may affect other employees or members of the

public.

The jobholder must ensure their works is consistent with regulatory requirements,

relevant standards, Council Policy and consistent with defined service levels.

The position will make the day-to-day operational decisions consistent with Council

policies and protocols and the strategic approach agreed by the Project Manager –
Waste Services taking appropriate action in an emergency.

SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES

Tertiary Qualification in environmental management, assets management or similar,

or equivalent significant work experience deemed by Council to be relevant to the
position.

Previous experience in the operations and maintenance of infrastructure assets and

fixed mechanical equipment

Demonstrated experience in preventative maintenance planning and programming.

Demonstrated experience in assessing asset conditions, managing & interpreting

asset data.

Demonstrated experience in applying principles, standards and legislative

requirements of asset management in local government

Previous experience in procuring services, administering contracts for service and the

management of contractors.

A sound knowledge in the operation of Windows based data entry computer systems.

Good written communication and interpersonal skills.

Strong analytical, flexible problem solving and decision-making skills.

Demonstrated ability to work as part of a team.

Good negotiation and problem-solving skills.

High level understanding of WH&S relevant to operating in a public facility

Current Class C Drivers License.

DESIRABLE

Previous Local Government experience;

A knowledge and understanding of Asset Management.

Understanding of risk management principles and frameworks.
