Primary objective
Provide strategic leadership across service planning, professional practice oversight, workforce development, risk management,
and continuous service improvement to support high quality, compliant, and culturally responsive service delivery. Deliver expert
advice to executive leadership on complex operational and strategic matters affecting vulnerable children, families, and
communities.
Key duties and responsibilities
1. Provide strategic leadership and operational management of family, youth support and women’s safe house service operations
across the Big Rivers Region.
2. Lead the development, implementation, monitoring, and review of business plans and service performance targets at a
divisional, directorate, and work unit level.
3. Build and maintain strategic partnerships with Aboriginal communities, non-government organisations, government agencies,
and community stakeholders to support coordinated service delivery.
4. Support regional policy development, contribute to service reforms, and lead regional implementation of program and service
delivery initiatives.
5. Lead preparation of executive reports, ministerial briefings, correspondence, and public sector submissions for Northern
Territory Government executives and Ministers’.
6. Manage operational risk, business continuity, and emergency management coordination across the region.
Selection criteria
Essential
1. A degree of an Australian tertiary institution, which gives eligibility for membership of the Community Work Australia, the
Australian Association of Social Workers, or the Australian Psychological Society, or equivalent.
2. Proven leadership and management experience inclusive of exercising delegated statutory authority, financial and human
resource delegations, ensuring probity and accountability in accordance with relevant legislation, policies and procedures.
3. Excellent knowledge and experience at a senior level in child protection and social work, and high-level knowledge of statutory
and non-statutory welfare practice, trauma-informed service principles, and family violence dynamics.
4. Advanced negotiation, mediation, and conflict resolution skills to manage complex operational, strategic, and political issues.
5. Excellent interpersonal and communication skills to engage, consult and influence a range of internal and external stakeholders
and clients on complex and sensitive matters.
6. Highly developed written communication skills in preparing executive correspondence and reports inclusive of ministerial, Chief
Executive Officer memorandums and newsflashes within a timely manner.
7. Strong knowledge of Aboriginal governance structures, cultural engagement protocols, and service delivery requirements in
remote community contexts.
8. Highly developed cultural competence with demonstrated experience working with people from culturally diverse backgrounds.
9. Ability to lead through change, drive continuous improvement, and build workforce capability in remote and challenging service
delivery environments.
Desirable
1. Experience working in remote environments.
2. Advanced experience in emergency management coordination, regional planning, and interagency operational response
frameworks.
