About the role
In this leadership role, you will shape the strategic growth, sustainability and continuous improvement of City’s Community Care Services, helping ensure we deliver high quality, responsive services that make a meaningful difference to older people and vulnerable members of our community.

You will identify and lead opportunities to expand services delivered in house, reducing unnecessary reliance on external providers while strengthening outcomes, value and service quality. Working across the organisation, you will play a pivotal role in service planning, business development, quality and regulatory compliance, performance reporting, funding accountability and organisational improvement. With a strong focus on innovation, sustainability and community impact, you will ensure our services remain financially responsible, compliant and responsive to changing community needs, while building a strong foundation for their continued growth and success.

Key responsibilities include:

Lead Community Care's quality and regulatory compliance framework, ensuring compliance with the Aged Care Act, Aged Care Quality Standards, Support at Home requirements, CHSP obligations and other relevant legislative and regulatory requirements.
Lead and promote a collaborative, customer-focused and high-performing culture aligned with the City's values and Leadership Capability Framework.
Build capability across the department by coaching leaders and staff in continuous improvement, quality management, performance improvement and evidence-based decision making.
Lead the development, implementation and review of Community Care service, operational and improvement plans to ensure services remain sustainable, compliant and responsive to current and emerging community needs.
Analyse service demand, utilisation, workforce capacity and financial performance to identify opportunities for improvement and growth.
Establish and oversee quality assurance, compliance monitoring and continuous improvement systems, including quality reviews, internal audits, regulatory reporting and improvement initiatives.
Develop business cases and strategic recommendations to support service expansion, innovation and organisational sustainability.

About you
The ideal candidate for this role, will be an accomplished business professional with experience in business improvement, performance and organisational effectiveness. You bring strong knowledge of accreditation, quality assurance and the aged care sector, with the ability to translate strategic priorities into measurable outcomes.

You thrive in fast paced, complex environments, effectively managing competing priorities and engaging diverse stakeholders. Resilient and outcomes driven, you have the confidence to lead change, navigate resistance and drive continuous improvement that delivers lasting value for the organisation and community.

Essential Experience:

Tertiary qualifications in Business, Health Management, Public Administration, Community Services, Commerce or a related discipline, and/or extensive relevant experience
Demonstrated experience leading business planning, service development, performance reporting or quality and compliance functions within a complex organisation.
Experience leading multidisciplinary teams and driving organisational improvement initiatives.
Strong knowledge of quality management systems, governance frameworks, risk management and continuous improvement methodologies.
Highly developed analytical and financial acumen, including experience interpreting performance, operational and financial data.
Demonstrated capability to lead change, innovation and continuous improvement initiatives.

Preferred candidates will be required to undergo a National Police Check and a pre-employment medical assessment as part of the recruitment process (funded by the City).
