Primary objective
The Director of Fisheries Management is responsible for leading a team to deliver management and operational oversight of the
Northern Territory’s commercial fisheries, including ensuring the policy settings and administrative functions are effectively
implemented and supported by data-informed, risk-based decision-making to achieve sustainable and compliant fisheries
outcomes. The position provides strategic advice, leads key operational functions, and works with stakeholders across government,
industry and the community to deliver effective fisheries management outcomes.

Context statement
The Fisheries Division is responsible for the sustainable management and regulation of the Northern Territory’s fisheries resources.
The Director Fisheries Management is a senior role within the Fisheries Division, responsible for leading and coordinating fisheries
operations, fisheries policy and regulatory administration teams to enable the sustainable use of Northern Territory aquatic
resources.

Key duties and responsibilities
1. Lead the development, implementation and review of fisheries management frameworks, harvest strategies, management

plans and regulatory arrangements across Northern Territory fisheries.
2. Provide strategic leadership and high-level advice on fisheries management issues, including sustainability, resource sharing,

access, allocation and emerging risks.
3. Oversee day-to-day fisheries management operations, including licensing, permits, harvest strategies, quota administration

and delegated regulatory decision-making.
4. Ensure alignment between fisheries policy, operational management and administrative compliance activities to support

effective, risk-based regulation.
5. Lead stakeholder engagement, consultation and negotiation with industry, Aboriginal organisations, government agencies and

other key partners.
6. Provide leadership and governance across the Division, including strategic planning, workforce management, continuous

improvement and Territory representation at the national level.

Selection criteria
Essential
1. Significant experience in fisheries management including implementation of harvest strategies, export accreditation and

ecological risk assessment, or similar in a related field.
2. Proven ability to oversee complex operational management functions, including licensing and permit systems, and statutory

decision-making, to support effective and sustainable resource management outcomes.
3. Highly developed strategic, analytical and advisory skills, with demonstrated capacity to provide authoritative advice to senior

executives, Ministers and decision-makers on sustainable management, emerging risks and regulatory requirements.
4. Sound knowledge of regulatory administration and compliance coordination, with demonstrated ability to align policy,

operational and compliance activities to deliver risk-based and effective outcomes.
5. Excellent stakeholder engagement, negotiation and communication skills, with demonstrated experience managing

consultation and relationships with industry, Aboriginal organisations, community stakeholders and government agencies in
complex and contested environments.

6. Demonstrated leadership and management capability, including leading multidisciplinary teams, driving reform and continuous
improvement, and ensuring effective governance, planning, budgeting and risk management.

Desirable
1. Knowledge of modern regulatory approaches, including risk-based, outcomes-focused, or intelligence-led regulation.
