Primary objective
The development, delivery and implementation of a comprehensive framework for compliance and enforcement of the Weeds Management
Act 2001, to mitigate the impact of priority weeds in the Northern Territory, with a particular focus on gamba grass.
Key duties and responsibilities
1. Exercise delegated responsibilities of a Weed Management Officer under the Weeds Management Act 2001, and coordinate
compliance and enforcement activities.
2. Establish and maintain effective working relationships with stakeholders, industry representatives and community groups to support
compliance outcomes and promote effective weed management practices.
3. Provide advice and support to landholders on the implementation of on-ground weed control programs and undertake enforcement
activities to ensure landholder obligations under the Weeds Management Act 2001 are met.
4. Conduct investigations and support regulatory and compliance inspection programs, including gathering evidence, issuing
compliance work orders and preparing recommendations for further enforcement action where required.
5. Implement and maintain elements of the compliance framework and contribute to the review and continuous improvement of
policies, guidelines, codes of practice and procedures to support effective weed management operations.
6. Prepare draft prosecution briefs and contribute to Ministerial correspondence and responses relating to enforcement and
compliance matters.
7. Collect accurate field data, identify and survey weed infestations, maintain accurate records and use the data to inform weed
management and compliance activities.
8. Provide leadership and support to technical staff to deliver compliance programs and ensure activities are completed within
legislative and operational timeframes.
Selection criteria
Essential
1. Demonstrated high level experience in administering legislation and providing advice on compliance and enforcement matters.
2. A comprehensive understanding and contemporary experience in the principles of investigation and compliance as they relate
to evidence gathering, information management, natural justice and procedural fairness.
3. Well-developed knowledge and experience in the use of Geographic Information Systems, including the ability to analyse spatial data
and apply it to inform strategic decision making for planning and on ground outcomes.
4. Highly developed communication and negotiation skills, both oral and written, to manage regulatory and compliance issues, including
influencing stakeholders and achieving appropriate outcomes across diverse environments.
5. Proven ability to lead teams and manage projects, planning and coordinating work, managing performance and working both
autonomously and collaboratively to deliver outcomes across field and office environments.
6. Current Northern Territory driver licence or equivalent and demonstrated ability to drive a manual four-wheel drive vehicle.
Desirable
1. Certificate IV in Government (Investigations).
2. Sound working knowledge of the Weeds Management Act 2001 and subordinate weed management plans and strategies.
