Primary objective
The Assistant Director Operational Compliance supports and assists the Director to lead the work unit that administers
revenue assessment and collection, administers and pays housing grants, implements changes in revenue policy, royalty
forecasting and reporting, undertakes revenue and compliance assessments, engages with tax advisors, and represents
Treasury on interdepartmental committees.
Context statement
The Operational Compliance unit oversees revenue collection, assessment and compliance for mineral and petroleum
royalties, administered grants, payroll tax, stamp duty and other duties. It manages housing grants, exemptions, and debt
recovery, provides front counter services, selects cases for compliance action, administers the Conveyance by Return
program, and national tax and local government equivalence arrangements.
Key duties and responsibilities
1. Coordinate administration of tax and royalty collection, assessment and compliance cases.
2. Coordinate administration and payment of housing grants, the administration of tax and duty exemptions, and debt
recovery matters to achieve timely resolutions.
3. Coordinate drafting and preparation of advice on revenue policy, royalty forecasting and reporting of revenue receipts.
4. Coordinate the preparation of advice on revenue implications of major development projects affecting the Territory.
5. Build and maintain constructive and collaborative working relationships within the public sector and with external
stakeholders.
6. Support engagement with tax advisors on taxpayer assessment matters.
7. Provide subject matter expertise and prepare advice for the Revenue Commissioner sub-committees.
8. Prepare Revenue Division responses to interim and end of financial year audits.
Selection criteria
Essential
1. Extensive experience interpreting and applying Australian accounting standards, concepts, legislation and relevant
policies especially related to revenue or taxation.
2. Strong policy and numerical analysis skills with ability to provide high quality and timely advice on complex issues.
3. Strong performance management, strategic and organisational skills, with demonstrated ability to plan, program and
coordinate complex projects, investigations and audits.
4. Proven adaptability and team leadership skills with ability to lead high performing teams and manage competing deadlines
and priorities.
5. Demonstrated ability to develop, maintain and leverage professional networks and consult widely to share and gather
information and perspectives for high quality recommendations.
6. Demonstrated knowledge of compliance, audit and assurance systems related to revenue and collections and compliance
pathways (e.g. legal, prosecution, debt recovery).
Desirable
1. Tertiary qualification/s in law, accounting, economics, commerce, finance or a related discipline.
