About the Role

The Technical Data Lead, Regulatory Insights and Systems role will drive the implementation of the Regulatory Systems Data Insights function. Responsible for leading the data transformation team within CAV and implementing the CAV Data Strategy, the role oversees the unlocking of actionable intelligence from consumer data to inform regulatory priorities, evaluate intervention activities, and support and drive CAV strategies.

Reporting to the Manager, Regulatory Information & Insights, the Technical Data Lead, Regulatory Insights and Systems role will develop and sustain strong collaborative relationships across CAV, DGS and other stakeholders to drive data policy and transform data systems and processes. The role will oversee the development of high‑quality insights, dashboards, and research outputs that inform policy development, regulatory strategy, compliance intelligence, operational improvement, and public reporting.

The Technical Data Lead will work with CAV’s regulatory stakeholders to lead the development of the enterprise data capability uplift by implementing best‑practice analytics, reproducibility, and innovative data approaches to enhance the department’s regulatory intelligence and strategic insight capabilities.

Key Accountabilities include

Lead the development and operation of CAV’s enterprise data capability across governance, analytics, data engineering and engagement functions.
Provide leadership and coordination across the Regulatory Insights and Systems team to deliver data initiatives and services.
Define and maintain the operating model for data governance, analytics and data management across CAV.
Support engagement with CAV and DGS stakeholders to identify data priorities and support data-informed decision making to help shape and influence better data use across CAV, DGS and the Victorian Government.

About You

We are seeking applicants who have demonstrated experience from the following criteria:

Demonstrated experience developing and implementing data strategy, governance, management and policy initiatives and instruments, preferably in a data or ICT environment, to deliver on organisational objectives.
Demonstrated experience in gaining support for new initiatives, business cases, or ideas and generating excitement about an organisational initiative, change or service.
Exceptional analytical, conceptual and problem-solving skills with sound judgement and capacity to make decisions and recommendations where diverse and technical interests need to be considered.
Demonstrated experience developing productive working relationships with a variety of government, private industry and community stakeholders to progress organisational objectives.
Demonstrated written and verbal communication skills, including in the preparation of submissions, reports, succinct briefings, and prepares beautifully presented documents, with specific ability to present complex technical concepts to non-technical users through visual and graphical formats.

Technical Expertise

Relevant tertiary qualifications and/or experience, including experience with data policy or data sharing.
Experience with data, information and records management concepts and practices (e.g. DMBoK, Five Safes, data ethics, data privacy, Victorian Protective Data Security Framework, Victorian Government Information Management Framework)
Experience working within Microsoft Azure data platforms and tools including Microsoft Fabric
Understanding of government systems and processes, including procurement processes and data acquisition and data governance principles.
