About the Role

We are seeking experienced Senior Business Analysts to support large-scale digital transformation initiatives within a complex government environment. You will work within multidisciplinary agile teams to deliver user-centred digital services, contributing across the full lifecycle from discovery through to live operations.

This role requires strong stakeholder engagement, hands-on business analysis capability, and experience translating business needs into technical solutions within a structured architecture and delivery framework.

Key Responsibilities

Engage with internal/external stakeholders to capture business and user requirements
Conduct as-is / to-be analysis, gap analysis, and process mapping (business, workflow, data flows)
Collaborate with solution architects to ensure alignment with enterprise architecture and future-state design
Translate concepts into user stories (PBIs), managing dependencies and sequencing
Support agile delivery phases: Discovery, Alpha, Beta, Live
Participate in and support acceptance testing and validation
Configure and support SaaS platform implementations aligned to requirements
Develop business-facing materials translating technical solutions into clear, consumable outputs
Facilitate workshops, stakeholder discussions, and design collaboration sessions
Ensure solutions align with accessibility standards (WCAG 2.1 AA) and user-centred design principles
Work closely with designers, developers, and researchers to deliver cohesive solutions
Mentor junior analysts/design staff and contribute to team capability uplift

Requirements

Essential Criteria

1. Business Analysis & Delivery (High Priority)

Proven experience delivering business analysis services in large-scale transformation programs
Strong skills in:
- Requirements elicitation and documentation
- Business gap analysis (As-Is / To-Be)
- Business process, workflow, and data flow mapping
- Wireframing and conceptual modelling
Ability to translate complex business needs into practical, implementable solutions

2. Stakeholder Engagement & Collaboration (High Priority)

Strong ability to engage and build relationships with:
- Business stakeholders
- Technical teams
- Senior leadership
Demonstrated experience working in collaborative, multidisciplinary teams
Ability to communicate effectively with both technical and non-technical audiences

3. Agile Delivery & Technical Alignment

Proven experience working in Agile environments (preferably SAFe)
Experience contributing to digital delivery using:
- Azure DevOps (boards, backlog, CI/CD pipelines exposure)
Experience writing and managing:
- User stories
- Product backlog items (PBIs)
- Acceptance criteria

4. Professional Capability & Personal Attributes

Excellent written, verbal, and visual communication skills
Strong organisational, prioritisation, and time management skills
Ability to influence and support decision-making at senior levels
Demonstrated commitment to delivering high-quality outcomes
Adaptability and ability to quickly learn new systems and domains

Desirable Criteria

Experience working in Commonwealth Government or regulated environments
Exposure to enterprise SaaS platform configuration
Familiarity with Human-Centred Design (HCD) methodologies
Experience supporting or contributing to design systems
Understanding of WCAG 2.1 AA accessibility standards
Experience working with:
- User researchers
- Interaction designers
- Digital service teams
Ability to produce high-quality visual artefacts (journey maps, prototypes, concept diagrams)
Experience mentoring or coaching junior staff

Working Arrangements
