The Opportunity

The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Executive Level 2 Senior Gateway & Network Engineer within Cyber Security Branch.

The Information Services Division (ISD) delivers ICT to the Department of Parliamentary Services (DPS) staff as well as all other users of the Parliamentary computing network and ICT facilities. Within ISD, the Network Operations team is responsible for a variety of services and ICT capabilities, including the physical network infrastructure such as the local and wide area networks, gateway, load balancing and wireless technologies.

Senior Gateway & Network Engineer -

The Senior Gateway & Network Engineer is responsible for the technical management and operations of parliamentary secure internet gateway and network capabilities. The role will manage complex secure network & gateway technologies, execute ICT changes and respond to incidents. You will work as part of a Gateway and Network Operations team and liaise with internal stakeholders within the Information Services Division (ISD) support teams, support vendors and various enabling service partners within the Department to deliver a coordinated and seamless experience to our users.

The role will provide technical expertise in the management of gateway firewalls, protocols, including boarder gateway protocol (BGP), routing, software-defined (SD) wide area network (WAN), zero trust network architecture, cloud networking and wireless technologies. You will also be responsible for the installation and configuration of network hardware and software for the Parliamentary local area network (LAN) and undertake analysis and of network utilisation for performance and capacity. You will contribute to gateway and network related projects and be involved in project resourcing planning and requirements gathering.

Who we are looking for

As Senior Gateway and Network Engineer, your key responsibilities will be:

Respond to complex gateway and network related incidents, implement changes and maintain the effective security and operations of gateway and network technologies with the Parliamentary ICT Networks.

Ensure the ongoing operations of complex gateway protocols, routing and networking connectivity.

Lead complex gateway and network engineering tasks, contribute to architecture decisions and ensure the sustainment and maintenance of the secure internet gateway.

Involved in driving forward planning and architecture, evaluate new technologies to determine suitability to solving business needs, ensure appropriate policies and procedures are in place.

Ensure system availability and uptime, accountable for continuous improvement and innovation to enhance the service delivery experience.

Detailed knowledge of the Australian Cyber Security Centre (ACSC) Information Security Manual (ISM)controls, Essential 8, Protective Security Principles Framework (PSPF) and best practise secure technical implementation in cloud, network and gateway capabilities.

Broad understanding of cyber security systems, including endpoint detection, security information and event management (SIEM), vulnerability detection and management and cyber threat intelligence capabilities.

Highly Desirable:

Minimum 6 years' experience in secure enterprise network engineering across firewalls, switching, VPNs, NAC, observability, and automation.

High level of knowledge of emerging network security technologies and practices, including Zero Trust, micro‑segmentation, secure remote access, and cloud‑integrated network security.

Industry certifications such as CCNP/CCIE (Enterprise or Security), Fortinet NSE4/5/7, are highly desirable.

Experience engineering and supporting Aruba/HPE or similar switching platforms across campus and data centre environments, are highly desirable.

Job Specific Requirements:

Tertiary qualifications in Information Technology, Cyber Security, Engineering, or related fields, or equivalent professional experience.

The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Duty Statement

Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:

1. Lead the response to complex gateway and network incidents, ensuring the secure, reliable, and effective operation of Parliamentary ICT network environments. Oversee gateway protocols, routing, and network connectivity to maintain high performance and security outcomes.

2. Provide technical leadership across complex gateway and network engineering activities, contributing to architectural direction and strategic decision-making. Ensure the sustainment, optimisation, and security of the Secure Internet Gateway (SIG).

3. Drive forward planning and network architecture strategy, evaluating emerging technologies to determine suitability for business needs. Establish and maintain robust policies, standards, and procedures to support secure and efficient operations.

4. Ensure high system availability, resilience, and performance, with accountability for continuous improvement initiatives and innovation to enhance service delivery and user experience.

5. Lead disaster recovery planning and preparedness, and manage strategic vendor relationships to ensure service quality, value for money, and alignment with organisational objectives.

6. Build and sustain team capability by mentoring and supporting Network and Infrastructure Engineers, fostering knowledge sharing, professional.

Selection Criteria

1. Strategic Leadership in Gateway & Network Architecture

Demonstrates extensive experience leading the design, implementation, and sustainment of complex gateway and enterprise network environments. Provides strategic direction and technical oversight on advanced networking principles, routing architectures, and secure gateway technologies. Proven ability to ensure the resilience, availability, and performance of secure internet gateways within highly regulated Government ICT environments.

2. Governance, Risk & Security Assurance

Drives security-first outcomes by embedding governance and assurance into network and gateway design and operations. Demonstrates deep expertise in applying the Information Security Manual (ISM), Essential Eight, and Protective Security Policy Framework (PSPF) to achieve compliant, risk-managed, and auditable ICT environments. Provides authoritative advice on security posture, risk mitigation, and continuous improvement aligned to whole-of-government standards.

3. Enterprise Technology Leadership & Innovation

Leads adoption and optimisation of multi-vendor network and gateway technologies across both on-premises and hybrid environments. Maintains awareness of emerging industry trends and drives continuous improvement through innovation and best practice. Provides senior technical leadership in resolving complex incidents, guiding change implementation, and ensuring solutions are scalable, secure, and aligned to organisational strategy.

4. Program Delivery & Stakeholder Engagement

Accountable for the successful delivery of complex ICT programs and projects, including strategic planning, prioritisation, and resource allocation. Builds and maintains strong relationships with senior stakeholders, vendors, and delivery partners to align technical solutions with business objectives. Demonstrates agility in responding to shifting priorities while maintaining delivery discipline and achieving outcomes.

5. Executive Communication & Leadership Impact

Communicates with influence, delivering clear, concise, and outcome-focused messaging to executive audiences and technical teams alike. Exercises sound judgement, initiative, and accountability, fostering a high-performance culture. Leads by example, applying energy and drive to achieve organisational objectives while mentoring and developing team capability.

Conditions of Employment

Employment opportunities at the department are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

Australian citizenship: Section 22 of the Parliamentary Service Act 1999 requires that employees of the Parliamentary Service are generally required to be Australian citizens. However, if you are not an Australian citizen you may be considered for engagement on the condition that you are able to gain Australian Citizenship within a specified time. Failure to obtain citizenship within the timeframe could lead to termination of employment.
Loss and resumption of Australian citizenship: Under historical provisions of the Australian Citizenship Act 1948 (section 17), some Australian citizens automatically lost their citizenship if they voluntarily acquired the citizenship of another country between 26 January 1949 and 3 April 2002. This loss occurred by operation of law and may not have been known to the individual at the time. Although these provisions were repealed in 2002 to allow dual citizenship, the repeal did not restore citizenship that was previously lost. Individuals who believe they may be affected are recommended to seek advice about resuming their Australian citizenship. Further information, is available on the Department of Home Affairs website.
- Applicants who progress to the offer stage with our department who have been affected by the loss of citizenship as outlined above will be required to demonstrate within a reasonable time that they have resumed, or are actively undertaking the process to resume, Australian citizenship.
Security clearance and character clearance: the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
Health assessment: a pre-employment health assessment will be required where there are physical or medical requirements for the role.
External Work Approval: Employees must seek approval for any paid employment outside the department and declare voluntary activities that could impact their role.
