Technology is increasingly central to how Horizon Power operates, transforms and delivers essential services to communities across Western Australia. We have created a new senior leadership role to establish and lead an enterprise-wide Technology Risk & Assurance function.
This is an opportunity to build something of lasting significance. Reporting directly to the Executive General Manager Technology, you will establish the governance frameworks, risk oversight and assurance capability that help Horizon Power adopt and operate technology safely, securely and responsibly.
You will provide independent oversight and constructive challenge across corporate IT, operational technology, cyber resilience, information governance, technology resilience, AI and emerging technologies. Working with executives, delivery leaders, the Audit and Risk Management Committee and the Board, you will turn complex technology risks into clear choices, stronger accountability and evidence-based decision confidence.
The opportunity
As the inaugural leader of this function, you will lead a specialist multidisciplinary team and shape its identity, operating model and maturity roadmap. The mandate is enterprise-wide and highly visible, spanning both the governance expectations set at the front end and independent assurance that intended risk and business outcomes have been achieved.
This is not a traditional cyber security leadership or internal audit role. The function does not own technology delivery or day-to-day cyber operations. It defines guardrails and control expectations, provides independent oversight, challenges the quality of evidence and determines whether material technology risks are being effectively controlled.
As the inaugural leader of this function, you will:

Establish and mature Horizon Power’s enterprise technology governance, risk and assurance capability.

Build a clear enterprise view of material technology risks, control maturity and treatment effectiveness.

Develop and deliver a risk-based assurance program aligned to strategic priorities and regulatory obligations.

Shape governance across IT, OT, cyber security, information, resilience, digital platforms, AI and emerging technologies.

Influence major technology initiatives, investments and risk decisions through independent oversight and constructive challenge.

Lead and develop a specialist team while strengthening risk ownership and governance capability across the organisation.

Provide clear, evidence-based advice and assurance reporting to the Executive Leadership Team, Audit and Risk Management Committee and Board.
What success looks like
Success will be visible in the quality of enterprise decision-making, not simply the volume of governance activity. Horizon Power will have a clear view of its most material technology risks, explicit ownership and escalation pathways, practical control expectations and credible evidence about whether controls and risk treatments are working.
You will create the foundations that allow Horizon Power to move with confidence while remaining secure, resilient, compliant and appropriately governed. You will build a function that is respected for its independence, professional judgement, practical approach and ability to improve outcomes without taking accountability away from first-line leaders.
About you
You are a senior enterprise leader who brings structure and clarity to complex, evolving environments. You understand that effective governance is not about creating bureaucracy. It is about setting clear expectations, strengthening accountability and enabling sound, risk-informed decisions.
You will be equally comfortable designing an enterprise framework, challenging the evidence behind a material risk decision and building a credible new team that earns the confidence of executives and delivery leaders. You combine independence and courage with pragmatism, commercial judgement and the ability to influence across organisational boundaries.
What you’ll bring

Significant senior leadership experience across technology governance, risk, cyber security, assurance, audit, information governance, compliance or a related discipline.

Demonstrated experience establishing or materially maturing an enterprise governance, risk or assurance capability within a complex or regulated organisation.

Broad understanding of technology risk and controls, with depth in one or more areas such as cyber resilience, information governance, technology assurance, audit or regulatory compliance.

Strong executive judgement and the credibility to advise senior leaders, Board committees and other governance forums.

The ability to influence enterprise outcomes through constructive challenge without assuming operational accountability.

Experience leading specialists, building multidisciplinary capability and strengthening organisational maturity beyond your immediate team.

A practical, evidence-based approach to assurance, control effectiveness, risk treatment and continuous improvement.

Exceptional communication and commercial acumen, including the ability to translate complex technical and risk matters into clear business consequences and choices.

Relevant tertiary qualifications in technology, cyber security, risk, governance, information management, business or a related discipline.
