Primary objective
Lead and direct the day-to-day operations and services at the Holtze Youth Detention Centre to ensure young people participate
in a structured day incorporating education, programs and vocational activities in a safe, secure and culturally therapeutic setting
in accordance with endorsed model of care frameworks and relevant legislation, and to ensure the core outcomes and objectives
of the NT Government’s youth detention facilities are met.
Key duties and responsibilities
1. Provide positive day to day / operational leadership, supervision, support and mentoring, and performance monitoring to staff

responsible for monitoring the security, education, recreation and health needs of detainees to ensure offender management
service delivery outcomes are met.

2. Proactively develop and maintain professional working relationships, networks and partnerships with operational and senior /
executive managers, and other staff at all levels.

3. Implement child safe principles and practices in the Centre to better support and manage the complex needs of the Centre’s
detainees, including identifying and managing any risks that affect the wellbeing of young people.

4. Provide timely high quality evidence based strategic and operational advice, information and reports to the Superintendent
and senior management team.

5. Oversee and monitor Centre staff compliance with their statutory and policy requirements, to including identifying issues and
gaps, and implementing actions to improve compliance (i.e. re-allocating resources, instigating appropriate training or
awareness raising, and / or escalating the matter to the Deputy Superintendent S&R / Deputy Superintendent OC or
Superintendent when appropriate).

6. Initiate, coordinate and actively manage projects to ensure these deliver clearly specified policy outcomes and that project
deadlines and milestones are achieved to the required standards and within budget.

7. Consistently promote a client safety, quality and risk management culture that supports rehabilitation and reflects the agency’s’
values ad behaviours to staff and clients.

Selection criteria
Essential
1. Extensive experience in an operational regulatory environment managing organisational structures and change management,

financial and budget management that includes solutions to optimise efficiency and effectiveness
2. Demonstrated experience providing values driven leadership, supervision and support to teams dealing with clients with

multiple and complex needs in a highly complex and regulated environment.
3. Significant experience in incident management, conflict management and reporting and information management.
4. Demonstrated experience liaising, negotiating and working successfully across government and / or non - government agencies
5. Experience managing a high volume workload within tight deadlines across several stakeholder groups.
6. Previous experience working constructively with vulnerable young people from a diverse range of cultural backgrounds.
Desirable
1. Tertiary qualifications in a related discipline such as Youth Justice or similar social science; and management qualifications
2. Australasian Inter-service Incident Management System (AIIMS) Level 2 minimum
