The Department of Health plays a critical role in the Victorian health system and is responsible for shaping it to meet the health needs of all Victorians. We’re focused on

communicable diseases, safeguarding their drinking water, developing the best health, wellbeing and care facilities in the world, being at the forefront of mental health and
wellbeing treatment or accelerating medical research. It’s all part of the way we partner with the community to help every individual lead a healthy life.

About the role:

The Chief Data and Analytics Officer (CDAO) is the lead executive responsible for providing data and enabling data analytics across the Department of Health and broader health sector to drive innovation, efficiency, and continuous learning.

The CDAO sets the statewide strategic direction for data infrastructure and data collection and leads the design and implementation of future-fit data platforms, standards, and collection methods that enable high-quality, interoperable, and sustainable analytics over time.

The CDAO is an advocate for maximising the utility of existing data assets to deliver outcomes-focused analytics and insights that inform better decision-making in the department and across the sector.

About you:

Relevant undergraduate degree required. Postgraduate degree in analytics, data science, biostatistics, public health, epidemiology, informatics, or related field is highly desirable.
Demonstrated senior executive level experience in a data science and/or analytics role.
Demonstrated knowledge of relevant government legislation in data, analytics and data science, including a good understanding of and the ability to work with state and inter-jurisdictional authorities/agencies across a wide range of sectors would be expected.
Demonstrated knowledge of health and/or related systems with the ability to analyse healthcare and other government data sets to identify opportunities to improve quality and safety, clinical and system operational performance, as well as health care utilisation, cost and outcomes would be expected.
Demonstrated senior leadership of analytics teams in, for example, government, health sector, educational and research institutes, and/or the private sector.
Demonstrated knowledge of advanced analytics and/or linkage to understand the impact of multiple factors/conditions on health and wellbeing outcomes, preferably in some of the following areas:

Analytics – techniques, statistical inference, and experimental design – Analyses data using a variety of analytical tools and techniques.
Analytics – artificial intelligence, cognitive and automation technologies – Applies artificial intelligence, cognitive, and automation programming techniques to big datasets to produce insights.
Analytics – modelling – Designs, plans, develops, models, tests, validates, and deploys data science/analytics models.
De-identification and linkage – Removes or alters information that identifies an individual or is reasonably likely to do so. Brings together data from different sources in order to obtain a greater understanding of a situation or individual from the linked data set.
Reporting – Organises and summarises data to monitor how different areas are performing.
