The Social Services Regulator (SSR) is an independent statutory authority that exists to safeguard the rights of children and young people as well as people who use social services in Victoria.

The SSR regulates the Social Services Standards, the Child Safe Standards (for organisations without a sector specific co-regulator as well as the social services sector), and also administers the Worker and Carer Exclusion Scheme (WCES), Reportable Conduct Scheme (RCS) and Working with Children Clearance (WWC Clearance) scheme and NDIS Worker Screening Check.

The Social Services Regulator takes an integrated and intelligence driven approach to identifying, preventing and excluding unsafe people from working with children and young people, as well as ensuring organisations that work with children and young people keep children safe from abuse and harm by meeting the Child Safe Standards.

As a co-regulator of the Child Safe Standards, the Social Services Regulator works with other co-regulators of the Child Safe Standards including the Department of Health, Victorian Registration and Qualifications Authority (VRQA), Victorian Early Childhood Regulation Authority (VECRA), and Workforce Inspectorate Victoria to keep children safe from harm and abuse.

THE ROLE

The Compliance Officer plays a key role in delivering the Victorian Social Services Regulator's functions under the Social Services Regulation Act 2021 (the Act) and regulatory frameworks.

Working in Regulatory Compliance, Child Safeguarding Branch this role is responsible for ensuring compliance with the CSS by organisations without a sector specific co-regulator. The Compliance Officer will undertake a range of regulatory responsibilities including operating under a risk-based framework while managing an active case load, undertaking compliance assessments and inspections to develop, propose and deliver compliance case strategies and actions. The role may use a range of education, compliance and enforcement tools when working with stakeholders or organisations.

The Compliance Officer works collaboratively with team members and may seek guidance and assistance from Senior members of the team to support the delivery of timely advice and action. The role also works with co-regulators on occasions.

This role is expected to have expertise in understanding and applying principles of risk-based regulation and to develop knowledge of the regulatory activities for which the Child Safeguarding Branch is responsible. This position involves the handling of challenging and confronting materials.

The Compliance Officer reports to a Senior Compliance Officer and may work directly with other senior staff.

ACCOUNTABILITIES INCLUDE

Participate as part of the team developing and delivering the SSR's annual CSS compliance program.
Undertake tasks, including assessments and investigations to support a program of targeted (both proactive and reactive) compliance activities within the SSR's compliance framework.
Gather and manage intelligence, data and information in accordance with legal requirements, undertake risk assessment and analysis of information to support regulatory decision making.
Keep accurate and complete records in relevant systems of your work activities in accordance with legislative requirements and record management, information security and privacy policies and requirements.
Prepare and present a range of reports, briefs and correspondence in relation to potential and ongoing compliance matters and operational issues.
