About the opportunity

We are seeking a skilled and motivated Capital Works Engineer to deliver a high level of engineering technical services in the planning and delivery of capital projects and programs of work for the Utilities Team and the Infrastructure Services Directorate for Byron Shire Council’s water and wastewater infrastructure and other associated Council assets. Based in Byron Bay in the Northern Rivers of NSW, this role offers you the life/work balance that you have been looking for. With parking on site and no commuter traffic like the larger cities, this role will enable you to use your skills and experience in a dynamic and challenging role, where there is no expectation to do over time or commute long distances.

Your role will involve:

Coordinate the planning, development and delivery of Council’s drinking water, recycled water and wastewater infrastructure program.
Undertake drinking water, recycled water and wastewater planning and policy formation for the timely provision of infrastructure associated with the shire’s growth.
Procurement in accordance with council’s purchasing and tender guide.
Financial and contract management of projects.
Prepare specifications, contract documents or quotations, as required, for the supply of materials or execution of works, analyse tenders and report recommendations thereon.
Preparation of tender documents for delivery by formal contract.
Prepare estimates, evaluate project costs and provide historical costs for future estimating.
Ensure all relevant legislation is complied with, public risk is minimised and due diligence is exercised using a risk management approach to deliver road maintenance activities and to develop programs of work for capital projects.
Respond to customer correspondence in a timely manner and in accordance with Council’s corporate guidelines.
Investigate problems as they occur, propose solutions with respect to customer complaints and emergencies.
Establish productive working relationships with professional groups, government departments and authorities, individuals, etc., external to the organisation whose activities have significance for Council’s capital projects and programs of work.

What you bring to this role:

A Degree in Civil Engineering or tertiary qualifications at degree level in an engineering or related discipline.
Project Management experience
Eligible for membership to the Institution of Engineers, Australia.
Class C Drivers licence.
WorkCover Construction Induction Certificate.
Experience in the planning and delivery of capital projects and programs of water and sewer
Experience in project planning, budgeting, cost management and forecasting.
Knowledge of project, contract and consultancy management principles and practices.
Experience in aspects of community consultation.
Knowledge of Water Act, Local Government Act, Regulations & procedures.
Knowledge of WHS legislation.
Knowledge of Environmental legislation.

We are offering

Full time permanent position (35 hours per week / 9 day fortnight)
Salary and Conditions will be in accordance with the NSW Local Government (State) Award with an appointment at a salary in the range of $2,083.27 to $2,413.78, per 35 hour week (dependent upon skills and experience),

You will also receive the 3.5% CLA allowance if applicable

Location: This position is based at our Depot in Byron Bay; however, Council can require you to work from other work sites as required for operational reasons.
