Join us as the Head of Delivery, Portfolio & Change - Enterprise, where you’ll lead delivery, portfolio management and change enablement capability for the enterprise domain as well running portfolio planning as a service across the broader Technology, Transformation & Enablement Division. Your role will lead the approved Enterprise Services portfolio across all change and transform initiatives across both persistent teams and projects
Lead a diverse team of portfolio, project, change and initiative leaders to mobilise projects and programs.
Translate priorities into options, work decomposition, capacity and sequencing scenarios, credible delivery commitments and visible opportunity cost; Shape demand to increase the use of stable teams and predictable capacity where feasible to deepen domain knowledge, outcome-alignment and predictable quality/change ownership.
Facilitate persistent Enterprise Services and Platform teams to maintain durable roadmaps, ordered backlogs and an explicit capacity policy across run or support, committed change, discovery, security and control work, reliability and technical debt, provider obligations and contingency.
For hybrid initiatives, connect project work packages, persistent-team backlog items, shared-platform change, provider deliverables, controls and business adoption through one outcome, dependency, release, confidence and transition architecture.
Establish commitment entry conditions so discovery and uncommitted demand remain distinct from work accepted into a feasible baseline. Confirm the outcome, owner, funding route, capacity source, key dependencies, acceptance conditions, adoption owner and transition route before material work is treated as committed.
Maintain the integrated TTE planning and observability capability
Design and maintain the TTE planning and oversight cadence approved by TTE leadership, including periodic portfolio and capacity reconciliation, material dependency and release decisions, delivery-confidence intervention and authorised mobilisation, continuation or closure decisions.
Maintain common minimum definitions, identifiers, evidence requirements, submission rules and data-quality checks for TTE portfolio information, working with Finance, Risk, Portfolio governance team and domain delivery leaders, and ensure these standards are enabled as efficient workflows through tooling, AI-fluent methods and practices
Publish end to end cross domain roadmaps and identify dependencies & resource contention.
Support the Corporate Functions and Enterprise Platforms planning, flow and portfolio rhythm in close collaboration with functional leaders across Rest
Connect strategic and portfolio planning to the portfolio, quarterly/PI or equivalent planning cadence, as approved, and continuous roadmap, backlog and project replanning. Facilitate roadmap and backlog replenishment, work decomposition and sequence priority and funding decisions
Intervene early by changing sequence, reducing work in progress, reallocating assigned capacity within delegation, strengthening controls, resetting the forecast or recommending stop, scale or rescope. Escalate deteriorating confidence with options and consequences early enough for the accountable owner to act.
Provide complete and timely Enterprise Services information to the Enterprise portfolio service using common definitions and identifiers and reflect enterprise alignment in domain plans. Apply Rest's approved lifecycle, stage or milestone controls and assurance arrangements proportionately.
Enable change and adoption
Lead process, control, workforce readiness, and adoption activities, using mobilisation insights and stakeholder feedback to shape roadmap priorities.
Define readiness milestones, establish adoption ownership across impacted teams, and support leaders to embed sustainable change while remaining accountable for adoption and business outcomes.
Lead managers and practitioners across product and value-stream delivery, project and program delivery, portfolio, and change management, setting clear performance expectations and managing workforce capacity, cost, contingent labour, capability, succession, wellbeing and professional development.
Build practical capability in hybrid planning, capacity & financial forecasting, roadmap and backlog flow, project mobilisation, dependency and release integration, provider delivery, change and adoption, transition and evidence literacy – working cross-functionally with expertise across Rest
Support movement between domain-aligned initiatives and to balance demand across the broader enterprise portfolio – supporting both effective career development as well as improving investments outcomes and portfolio delivery effectiveness.
Qualifications

Project, program or portfolio management certification (e.g. PMP, PRINCE2, or an agile / scrum credential), or equivalent demonstrated delivery experience

Enterprise/corporate technology portfolio leadership - owning a corporate-functions systems estate (finance, HR/payroll, procurement, workplace, records) and an enterprise change portfolio across multiple capability areas.

Delivery and portfolio management at scale - demand, prioritisation, throughput and milestone delivery of a technology change agenda within risk appetite and funding discipline.

Federated / embedded delivery operating models - enabling and stewarding delivery and change execution owned in business and technology domains (two-in-a-box), rather than running a central PMO.

Enterprise change management (OCM) and adoption - embedding new ways of working so business benefits and the People Score are realised.

Leading a multi-team sub-function through its managers - setting delivery, service and quality standards and owning performance, cost, risk and controls.

Regulatory-aware corporate-platform and delivery leadership - working knowledge of the obligations touching corporate / enterprise systems and their resilience (operational resilience CPS 230, secure-by-design CPS 234, best financial interests SPS 515).
