Primary objective
Manage and coordinate the implementation of the Rights of the Terminally Ill (ROTI) Act 2026 across the Northern Territory health system. The position is
responsible for project management, governance, stakeholder engagement, policy implementation, organisational change, communications, and service
readiness activities to ensure the safe, compliant and sustainable delivery of ROTI services.

Key duties and responsibilities
1. Lead delivery of the ROTI Implementation Plan, ensuring project milestones, deliverables and legislative requirements are achieved within agreed

timeframes.
2. Establish and oversee project governance, risk management, performance monitoring and reporting frameworks to support effective implementation

and continuous improvement.
3. Lead the evaluation of the implementation of ROTI services, including development of evaluation methodologies, oversight of outcomes assessment,

and reporting on implementation effectiveness and lessons learned.
4. Lead organisational change management, communications and stakeholder engagement activities, including readiness assessments, transition

planning, education, training, adoption strategies, and culturally appropriate engagement approaches, particularly for Aboriginal and Torres Strait
Islander communities.

5. Provide strategic advice to senior executives, governance committees and stakeholders on implementation progress, change management, risk,
compliance obligations and emerging issues.

6. Develop and maintain effective partnerships and collaborative relationships with government agencies, clinicians, health services, community
organisations, consumer representatives and other key stakeholders.

7. Prepare high-quality reports, briefs, submissions and correspondence, and provide timely analysis and recommendations on project risks, issues and
performance outcomes and support the transition of ROTI services into sustainable business-as-usual operations.

8. Follow defined service quality standards, work health and safety policies and procedures relating to the work being high quality, safe services and
workplaces.

9. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.

Selection criteria
Essential
1. Demonstrated experience leading complex projects and organisational change programs.
2. Exceptional oral and written communication skills, stakeholder engagement, interpersonal and negotiation skills, with the ability to manage sensitive

issues and diverse views.
3. Strong analytical and problem-solving skills, including risk and issue management.
4. Excellent written communication skills, including preparation of executive briefings, reports and correspondence.
5. Proficiency using multimedia tools and producing communications content in the form of newsletters, infographics, videos, intranet content, brochures

and presentations that address motivations and concerns regarding change.
6. An understanding of the NTs population, including the ability to engage with diverse stakeholders regarding end of life care.
7. Ability to interpret and apply legislation, policy and regulatory requirements.
8. Proven ability to work effectively in sensitive, complex and politically aware environments.

Desirable
1. Knowledge of NT Health service operating environment, the Rights of the Terminally Ill Act 2026 and related legislation.
2. Tertiary qualifications in project management, public administration, health, policy or a related field.
