Primary objective
Provide quality policy advice, analysis and coordination across a broad range of issues and intergovernmental matters arising
through National Cabinet and other intergovernmental forums. The position contributes to the development, negotiation and
monitoring of national reforms, agreements and funding arrangements to ensure they maximise outcomes for the Territory.

Context statement
The work of the Intergovernmental Strategy and Reform (IGSR) team is dynamic and diverse. You will be joining a small team that
works closely with Northern Territory (NT) Government agencies and other jurisdictions to pursue and protect the Territory’s
interests through intergovernmental collaboration and engagement.

Key duties and responsibilities
1. Research and analyse complex policy issues, funding arrangements and national reforms, and provide high-quality advice to

support government decision-making, manage risks and leverage opportunities.
2. Coordinate whole-of-government strategic positioning to support participation, advocacy and the advancement of Territory

priorities in key cross-jurisdictional forums.
3. Provide central agency expertise on the development, negotiation, implementation and monitoring of intergovernmental

agreements, national partnerships and reforms, ensuring compliance with governance, reporting and accountability
requirements.

4. Build and maintain collaborative relationships with cross-government and cross-jurisdictional stakeholders.
5. Support the day-to-day operations of the IGSR team, contribute to continuous improvement initiatives, and provide guidance

and mentoring to staff as required.

Selection criteria
Essential
1. Highly developed lateral, conceptual and systems thinking capabilities and demonstrated ability to research, synthesise and

analyse complex information to identify contextually relevant strategic risks and opportunities.
2. Demonstrated ability to provide succinct, accurate and well-reasoned policy advice, briefs, correspondence and other written

products tailored to diverse audiences and decision makers.
3. A strong record of achievement in coordinating policy initiatives and projects with motivation, organisation and personal drive

while balancing competing deliverables and meeting tight timeframes.
4. Excellent interpersonal skills, including ability to handle sensitive and confidential matters with tact, diplomacy and sound

judgement, and to exercise political astuteness and impartiality.
5. Ability to work both independently and collaboratively as part of a team as required, and to work effectively with diverse

stakeholders to achieve outcomes.

Desirable
1. Working knowledge of Australia's intergovernmental relations frameworks and processes including National Cabinet, the

Council for the Australian Federation, and Commonwealth international treaty-making and associated obligations.
2. Knowledge and understanding of contemporary issues facing the Territory and of current government priorities.
3. Flexibility to work outside of standard business hours when required.
