Primary objective
The Director Legislation, Education and Policy manages the work unit responsible for the NT’s taxation, royalty and home owner
grant legislation, policy development and implementation. The role oversees analysis and advice on revenue, grants, exemption
matters and policy initiatives, manages objection determination and appeals processes, leads effective stakeholder education
programs and coordinates and leads revenue division input to budget processes and corporate reports.
Key duties and responsibilities
1. Direct staff, monitor staff performance agreements, manage staff performance, deliver business planning, and ensure
deliverable timeframes are achieved across a range of outputs.
2. Provide advice to stakeholders on tax, royalty and grant policy, and reporting of revenue receipts.
3. Develop options to resolve complex or significant legal and policy revenue matters.
4. Determine objections and proposed action in appeals, including engaging with tax and royalty payer advisors.
5. Endorse or approve written material on complex revenue matters, including detailed analysis of revenue policy issues and tax-
related systems implementation and reform.
6. Manage the development and delivery of education programs and deliverables for internal and external stakeholders.
7. Facilitate engagements with legal counsel and provide instructions when legal representation is engaged, including providing
technical advice regarding prosecutions and appeals.
8. Represent Treasury and the Territory on interdepartmental and intergovernmental working groups and committees
considering revenue and royalty policy issues.
Selection criteria
Essential
1. Demonstrated executive level strategic thinking, analytical and collaboration skills with ability to interpret the business, political
and organisational environment.
2. Superior written, oral, and interpersonal skills, including demonstrated experience successfully negotiating outcomes externally
to government, and within government with officers at all levels.
3. Demonstrated well developed leadership and management skills and experience, including the ability to build high performing
teams, and drive effective professional development initiatives, multi-task and ensure deliverables meet critical timeframes
4. Knowledge of state and territory revenue systems and cycles, and of public policy development models and practices.
5. Knowledge of national and international contemporary taxation and royalty policy and practice issues that may impact on the
Northern Territory.
6. Strong understanding of the legislation amendment and development process, including Cabinet processes.
7. A strong understanding of the objection and appeal rights of tax/royalty payers and the legal processes to be followed in
resolving them.
8. Strong experience in policy and legislative analysis, formulation and implementation, and the associated provision of advice to
Government.
Desirable
1. Post graduate qualification/s in accounting, law, commerce, finance, public sector management, public administration or a
related discipline.
2. Experience in the determination of tax or similar disputes and an understanding of associated administrative law principles.
