Primary objective
Provide Executive leadership to support the strategic direction for the Northern Territory Government to drive quality training ensuring a
skilled, capable and productive workforce that drives a diverse and vibrant Territory economy.
Context statement
The Department of Education and Training (the department) is a system that delivers, supports, and regulates early childhood, school,
education and training services. Skills and Pathways NT provide resources to build a skilled and capable workforce through vocational
education and training (VET) that meets the needs of Territorians, industry and community – critical to rebuilding the economy. As the
state training authority, we provide stewardship for the national VET framework, system, and apprenticeships in the NT. We partner with
industry, community groups, and registered training organisations to ensure Territorians have access to quality VET training that leads to
jobs and fulfils workforce demand.
Key duties and responsibilities
1. Provide high-quality advice on vocational education and training (VET) policies, programs, practice, and industry needs to the Executive

Director of Skills and Pathways NT, and other agencies to inform potential investment and drive NT productivity and growth.
2. Develop and actively manage internal and external partnerships to oversight skills delivery in the NT.
3. Manage the Skills and Pathways NT Division activities across public and private providers ensuring outcomes that underpin quality

training and supports government strategy.
4. Support a team culture of high performance – valuing cooperation, innovation, agility and accountability.
5. Deliver on National Skills Agreements and other partnerships to maximise benefit to the Northern Territory.
6. Provide national leadership and Territory advocacy for Vocational Education and Training and ‘Closing the Gap’ in skills and

employment through strategic forums, networks and collaborations.
7. Oversight allocation of grants, corporate governance, legislative, financial, human resource and systems management to deliver high

quality training to Territorians
Selection criteria
Essential
1. Demonstrated executive leadership and management skills with an ability to cultivate strong working relationships to deliver a robust

and evidence-based strategic improvement agenda.
2. High level interpersonal skills, including the demonstrated ability in communication, interpersonal, negotiation and collaborative skills,

with the ability to accurately analyse and clearly
3. Demonstrated knowledge of contemporary vocational educational (reform), policy, systemic implementation issues and the

socioeconomic and cultural complexities of the Northern Territory.
4. High level skills, knowledge and experience in leading policy, strategy, developing and monitoring implementation and evaluation at a

system level, with particular emphasis on achieving outcomes.
5. Demonstrated ability to be progressive and innovative in a changing environment with the ability to resolve issues of potential conflict

and to effectively negotiate issues of service delivery and performance in a complex environment.
6. Demonstrated high level knowledge of contemporary policy, political and legislative issues, trends and developments across the

education and skills sector.
7. Proven capacity to deliver effective outcomes in a diverse, cross-cultural and political environment with an ability to interact with

people of diverse cultures.
8. Tertiary qualification(s) in a relevant discipline combined with relevant senior executive experience, or an equivalent combination of

substantial relevant senior executive experience and education and training
Desirable
1. Relevant post graduate qualifications.
Further information
The successful applicant will be required to hold a driver’s licence, current Northern Territory working with children clearance notice and
undergo a criminal history check. In addition, applicants will be required to undertake remote travel in four-wheel drive vehicles and light
aircraft and be required to pivot to manage aspects of emergency management if required. Some out of work hours duties are required.
