We are looking for an experienced Senior HR Advisor/HR Manager to join our WA team working on our newly awarded power project in Kwinana. Reporting to the Senior Project Manager this role partners closely with operational and functional leaders to deliver the full spectrum of HR support. You will provide expert advice across employee relations, workforce planning, talent development, performance, ensuring alignment between business priorities and people outcomes.
In this busy and fast paced environment, you will work closely with your internal and external stakeholders including the project team, business, and client to achieve deadlines and deliver the best outcomes.
Clough is delivering the design and construction of the Kwinana Gas Power Generation 2 project (K2), a new 220 MW gas fired power station to be built in Kwinana, south of Perth. K2 will deliver fast start, flexible generation to provide critical backup capacity that supports the increasing application of renewable energy across Western Australia.

Your focus will include:
- Lead the delivery of the Project HR Management Plan, ensuring workforce strategies align with project objectives and milestones.
- Provide hands-on leadership across recruitment, mobilisation, onboarding, employee relations, workforce planning, remuneration, training and compliance.
- Lead, mentor and develop a team of five professionals, driving a high-performing and service-focused culture.
- Manage industrial relations activities across the project, including Enterprise Agreement interpretation, consultation processes, dispute resolution and engagement with employees, unions and employee representatives.
- Partner with Project Leadership to provide practical advice on HR, IR, employment legislation and workforce risks.
- Collaborate with Corporate HR functions to ensure consistent application of organisational policies, systems and standards.
- Deliver workforce reporting and insights to support informed decision-making and project performance.
What you will bring to the team:
- Tertiary qualifications in Human Resources, Industrial Relations or a related discipline.
- 8–10+ years' HR experience, including significant experience within construction, resources or project-based environments.
- Demonstrated experience leading HR teams in complex, fast-paced project settings.
- Proven project start-up and workforce mobilisation experience.
- Strong industrial relations capability, including Enterprise Agreement interpretation, consultation processes and dispute resolution.
- Sound knowledge of employment legislation and HR systems (preferred experience with SuccessFactors), with the ability to deliver practical, commercially focused outcomes.
