Primary objective
Provide strategic leadership, direction and governance for all-of-government contract and procurement services, including Across
Government Contracts (AGC) and Contract and Procurement Services (CAPS), delivering centralised services to enable strategic,
compliant and value‑driven outcomes aligned with Northern Territory Government (NTG) priorities.

Context statement
AGC and CAPS deliver contract and procurement services across government, managing key commercial arrangements and
providing advice on across government contracts, tenders and quotations to support consistent, compliant and value for Territory
outcomes.

Key duties and responsibilities
1. Provide strategic leadership and direction for centralised all-of-government contract and procurement services, driving

continuous improvement and customer‑focused, compliant delivery across AGC and CAPS.
2. Deliver high-level advice on tenders and quotations, across-government contracts and commercial arrangements, including

forward planning of contract categories and quality assurance.
3. Build and maintain strong relationships with agencies, industry and key stakeholders to support collaborative service delivery

and strategic outcomes.
4. Establish and maintain effective governance, reporting and assurance frameworks across all areas of responsibility.
5. Contribute to all-of-government policy development, strategic planning and reform initiatives relating to procurement.
6. Represent DCDD/NTG at national forums and across-agency committees, working groups and taskforces.

Selection criteria
Essential
1. Demonstrated executive‑level leadership, including the ability to set strategic direction, drive organisational outcomes, and

foster a customer‑centric, continuous improvement culture.
2. Extensive experience providing strategic advice on procurement, contract management and complex commercial

arrangements within a public administration or comparable large organisational context.
3. Strong understanding of public sector governance, legislative requirements and government decision-making processes.
4. Highly developed stakeholder engagement and influencing skills, with the ability to build effective relationships with senior

executives, industry and government agencies.
5. Demonstrated executive‑level communication, including negotiation, conflict resolution and problem‑solving, with the ability

to manage complex and sensitive issues.
6. Demonstrated work ethic and behaviour aligned with DCDD values of commitment to service, innovation, ethical practice,

accountability, impartiality and respect.

Desirable
1. Qualification in procurement, business, public administration or related discipline.
