Australian Red Cross International Delegate Register
The Red Cross and Red Crescent (RCRC) Movement is the largest humanitarian network in the world. It comprises of the International Committee of the Red Cross (ICRC), the International Federation of the Red Cross and Red Crescent (Federation) and 192 National Societies. The RCRC mandate is to protect and support populations experiencing conflicts, disasters and other vulnerabilities.
ARC maintains an active register of highly screened and trained humanitarian workers (delegates) who are deployed to international events when local capacity is overwhelmed or where additional specialist resources are required. Typically these deployments take place through fixed-term contracts, with the delegate seconded into the operations of the ICRC or Federation.

Position Summary
Candidates recruited to join the ARC delegate register as Logistics Coordinator, will be responsible for the coordination and management of country or operation level logistics operations in co-operation with the local Red Cross National Society. The Coordinator will ensure the efficient, effective, legal and ethical delivery of goods and equipment, to optimise service quality and cost effectiveness and to meet the needs of the Red Coss and partners. They are also responsible for planning and managing budgets and preparing narrative and financial reports associated with logistics operations.

Education and Professional Registration Requirements
Bachelor's degree, diploma or similar qualification in logistics management or supply chain management.
Other Essential Requirements
- Australian Citizen or Permanent Resident of Australia.
- Fluent spoken and written English (CEFR standard C1 or C2).
- CEFR Standard B2 (Upper Intermediate) or higher in a second language (Russian, French, Arabic, Spanish) strongly preferred.
- Extensive professional experience as aligned with the technical and behavioural competencies (outlined below).
- Previous international humanitarian and/or development experience in low-income countries, or countries experiencing armed conflict (non-government organisations, international organisations or charity).
- Strong Digital Literacy, including ability navigate digital devices (laptops, smartphones), analyse web-based information and work effectively with the Microsoft Office suite of applications.
- Ability to drive a manual car.
- Personal motivation to provide humanitarian assistance to individuals and communities impacted by disasters or armed conflict.
- Ability to adapt to and function effectively in challenging living conditions and potentially unstable security environments.
- Ability to work effectively while under pressure and within multicultural teams.
- Excellent organisational skills.
Technical Competencies
Supply Chain
- Validates the proposed programme response plans from the Supply Chain perspective.
- Assesses, identifies and quantifies the total needs for Supply Chain support, identifying options and developing the optimal Supply Chain strategy, KPIs and implementation Plan of Action (PoA) within available resources and in accordance with organisational policies and procedures.
- Communicates the Supply Chain strategy to stakeholders, external to and within Logistics team.
- Identifies risks and scenarios, planning mitigation actions and contingency preparedness
- Uses effective systems (for example ERPs D365, SAP, ORACLE, SAGE) and Business Analytics tools to track and report activity.
Warehousing
- Identifies and selects storage options in line with the Warehousing strategy and future requirements.
- Ensures storage conditions in terms of environmental, temperature control, hygiene, pest and contamination control, safety and security are established and maintained.
- Ensures stocks are arranged and separated according to special storage requirements of each commodity (i.e. medical supplies, fuel, building supplies, FIFO, FEFO).
- Ensures maintenance of equipment such as cold chain equipment and air-conditioning/heating, security lighting, forklifts, pump trucks etc.
- Ensures that correct documentation is in place, up to date and filed including stock cards, bin-cards, GRNs, Waybills and the relevant Stock/ Warehouse Management System.
Procurement
- Develops the procurement plan, key performance indicators and control mechanisms aligned with the supply chain strategy.
- Coordinates procurement activities with other movement partners to maximise Value-for-Money (VfM).
- Identifies the need for revising or establishing framework agreements.
Market Based Assessment
- Identification the key risks related to the use of the range of markets to access key commodities and basic quality control.
Airport/Port operations
- Defines and implements the airport/port plan of action, key performance indicators, monitoring and reporting in line with the current strategy.
- Obtains all the clearances, flight permits and security green light for contracted aircrafts.
- Monitors customs and entry procedures. Proactively seek solutions to ease customs clearance complications.
Cash Based Interventions
- Provides the analysis of market price, access, quantity and quality data, changes in price, availability or quality of key commodities.
- Identifies potential Financial Service Providers.
- Identifies issues during feasibility assessment and provide solutions.
- Analysis and reports performance against the contracts and framework agreements.
Transport and Fleet Management
- Defines and implements the Fleet plan of action and KPIs, monitoring and reporting in line with the strategy and future requirements.
- Ensures that (i) fuel service contract (quantity/quality), (ii) vehicle insurance (iii) vehicle maintenance service agreement is in place.
- Recruits, trains and manages drivers, allocating to vehicles and ensuring rotation to balance work hours.
- Oversees day-to-day fleet management, integrating demand with the vehicle resources.
- Oversees management of fleet and transport fuel, maintenance, repair, hire contract(s) etc.
- Actively monitors outsourced service providers’ performance and the local market for all outsourced services, advising and guiding the team on specific actions when there are potential risks (such as fuel shortages).
Capacity Development
- Coordinates developmental activities across logistics sectors in line with the capacity needs assessments and logistics strategy of in-country teams.
- Designs and develops training activities where required

Candidate Assessment
All candidates will be assessed based on technical and core competencies specific to this role. Candidates may be further invited to take part in a competency-based interview, assessment centre and psychological assessment.
