We are seeking several Procurement Specialists to deliver end‑to‑end procurement and tender management across complex projects, providing expert commercial guidance and ensuring robust governance and value outcomes.
These roles sit within the Procurement and Commercial Department and support policy development, lead contract planning and documentation, and act as a trusted advisor on probity, tender strategy, and negotiations in partnership with Legal and key business stakeholders.
These are Full Time, 12-month Fixed Term positions. While WFH/Hybrid options are available, it is essential that the successful applicant maintains a presence at Blackburn Business Centre in line with our hybrid working model.
About the role
Reporting to the Manager Strategic Procurement, responsibilities of this position include, but not limited to:

Lead and deliver end‑to‑end procurement and tender processes, ensuring compliance with government policies, probity, and best practice

Develop procurement strategies, define scope, and manage multiple complex projects to achieve value‑for‑money outcomes

Provide expert advice on sourcing approaches, commercial strategy, risk management, and contract negotiations

Prepare high‑quality procurement documentation, including evaluation reports, business cases, and executive/Board papers

Partner with stakeholders across the organisation to drive informed decision‑making and successful contract outcomes

Support contract lifecycle management, including handover, performance monitoring, variations, and continuous improvement
About you
To be considered for this position you will possess:
-
Completion of a degree or relevant industry certification with proven subsequent relevant experience, or an equivalent combination of training and relevant experience

Extensive experience leading end‑to‑end procurement and tender processes, with strong probity and governance focus

Proven ability to manage complex projects, influence outcomes, and deliver value-for-money results
-
Strong commercial acumen with well‑developed analytical, financial, and problem‑solving skills
-
Highly developed stakeholder engagement, negotiation, and influencing capabilities across all levels
-
Excellent written and verbal communication skills, with experience preparing business cases, board papers, and procurement documentation

Intermediate to advanced skills across Microsoft Office Suite, organisational systems, and broader ICT applications. (desirable)
