Australia's firearm regulations are widely regarded as a global benchmark, yet systematic gaps remain and addressing them is key to preventing future firearm related tragedies
On 1 July 2024, the National Firearms Register (NFR) Implementation Program commenced. The NFR will function as a unified system information from existing Commonwealth, state and territory firearms registries, portals and management platforms into one centralised database. This will provide national oversight by providing a clear end to end view of firearms, ownership and licensing information across all states and territories. The NFR will enhance police and community safety and improve law enforcement capability.
About the role:
We are seeking a strategic thinker, focused on delivery to join our National Firearms Register Program team.
Driving change in the Victorian component of the national project, you will translate strategy into developing practical delivery plans.
You will lead the development of change initiatives including impact assessments, stakeholder engagement, communications, training, and adoption strategies and plans.
The position requires strategic advisory capability, and the ability to translate complex reform into clear, actionable plans and messaging to enable successful program outcomes.
This position is ideal for an experienced change professional with outstanding interpersonal skills who thrives in complex, collaborative environments, demonstrates strong stakeholder engagement and communication skills, and has a proven ability to shape transformational change.

Your duties will include:
- Develop, coordinate and implement change management plans and activities including change impact assessments risk mitigation strategies, business transition, communication and stakeholder management plans.

Design and maintain rolling, program-level communications plan aligned to the delivery roadmap and governance cadence. Develop, monitor, track and report on change adoption, user readiness and benefit realisation metrics.

Prepare high-quality briefs, reports and correspondence for senior executives and governance forums.

Provide expert advice on governance, strategic communication and change-related matters.

Identify, monitor and manage emerging risks, issues and opportunities to support program delivery.

Develop communication action plans and training needs analyses to support change adoption.

Work with internal stakeholders to define stakeholder objectives, messaging and engagement approaches, translating project needs into clear communications and engagement plans that can be delivered through business-led channels.

Demonstrate a willingness to be flexible and fulfill a variety of tasks to meet the requirements of the organisation within the current range of skills, qualification, competence and training.
About You:
The successful candidate will ideally have the following skills and experience:

Experience delivering end-to-end change management within large-scale, complex organisational and technology transformation programs.

Demonstrated ability to establish and maintain strong relationships, build partnerships and influence at all levels of the organisation to achieve optimal project outcomes and aligned goals.

Highly developed communication, negotiation and facilitation skills, with the ability to provide clear, strategic advice to senior stakeholders in complex environments.

Demonstrated ability to prepare and deliver high-quality written and verbal communications, including briefs and reports on complex and strategic matters
-
Advanced analytical and problem-solving skills, with the capacity to identify trends, risks and opportunities to inform decision-making.
