The Contracts and Category Management Team in Procurement ACT is looking for a dynamic professional to lead a team that manages whole of government procurement business systems and reporting. You’ll drive value-for-money outcomes, collaborate across government and industry, and help deliver smarter procurement solutions for the ACT. Selection Criteria:
Technical
1. Technical literacy: Demonstrated data literacy, strategic analysis, and critical thinking skills to interpret data, distil issues, and communicate results to different audiences using reporting and data analysis software and advanced/expert use of the Microsoft Office suite of applications, including Excel and Power BI.
2. Government frameworks: Understanding of government procurement or similar frameworks (includes an ability to interpret and apply public sector principles, legislation, policies, and procedures, as well as develop formal document suites and undertake performance-based contract development, negotiation, and management).
Behavioural
3. Team management and contribution: Strong staff management skills, including ability to motivate and build staff capability and effectively undertake performance management, while making a positive contribution as a team member themselves. Experience and a strong capability to review the work of staff and coach them in their skills improvement and delivering best-practice-procurement principles. An ability to work effectively with colleagues to support operational needs and the broader objectives of the organisation.
4. Delivery: Proven ability to work independently with limited direction and manage multiple priorities to effectively deliver outcomes, including team deliverables, procurement objectives, and organisational change.
5. Communication: Highly developed communication skills, including the ability to develop and draft evidence-based advice, present on complex and strategic matters, and negotiate, influence, and build relationships with diverse internal and external stakeholders in a professional and persuasive manner.
6. Eligibility/Other requirements:
- Relevant tertiary qualifications would be an advantage, including suitable qualifications (for example in ICT, procurement, project management, commerce, or business).

Certificate VI Advanced Diploma of Government (Procurement & Contracting), or the ability to obtain certification based on prior experience, would be well regarded.

Note: This is a temporary position available immediately for a period of up to six months with the possibility of extension and/or permanency.
A merit pool will be established from this selection process and may be used to fill other temporary or permanent positions in the team over the next 12 months.
The position is based in an office designed for activity-based working (ABW). Under ABW arrangements, officers will not have a designated workstation/desk. The team is currently working in the office two days a week, working out of 220 London Circuit in the city on Wednesdays and 480 Northbourne Avenue in Dickson on Thursdays.
