About this Position:
Working closely with the RTRL Business Manager and Director People and Community, The Executive Officer – Special Projects provides high-level project management, governance, operational improvement and change implementation support to the Business Manager RTRL as RTRL progresses the review, design and implementation of a future operating model and revised Deed of Agreement for member councils by June 2027.
The role is responsible for coordinating and supporting strategic projects associated with the RTRL operating model, governance reform, service improvement initiatives and organisational change activities. This position works collaboratively with member councils, leaders, staff and stakeholders to support consistent, effective and contemporary service delivery practices across RTRL, while contributing to continuous improvement, operational performance and organisational capability uplift. The role will represent the Business Manager RTRL in project working groups, operational forums and stakeholder consultations as required.
This role may coordinate cross-functional project working groups but does not have direct line management responsibility. This position has been established to support the delivery of defined strategic and operational reform projects associated with the future operating model and governance arrangements of RTRL through to June 2027.
This is a full-time, maximum-term contract position through to 30 June 2027, based primarily at the Lismore Library, with some flexibility to work across other Lismore City Council offices locations and RTRL branches.

What you will need to be successful:
- Tertiary qualifications in business, project management, governance, organisational change, leadership or a related discipline, or demonstrated equivalent experience in a similar role.
- Transferable experience in the provision of change programs related to organisational design and business operation activities.
- Demonstrated experience delivering complex organisational projects and change initiatives using contemporary project and change management methodologies.
- Ability to report on project and plan progress and outcomes clearly, concisely, and accurately to boards, CEOs and stakeholders.
- Demonstrated high level communication skills, particularly with respect to presenting reports, preparing business cases and other written material.
- NSW Working with Children Check (or willing to obtain)
- Class C Driver’s License.
Desirable:
- Demonstrated experience working within Local Government
- Knowledge of the State Library of New South Wales (NSW) frameworks.
Full Position Description:
Employment type: Full-time, maximum-term contract position through to 30 June 2027, requiring 35 hours of work per week.
Salary: Grade 19, with a salary range of $108,560 to $124,844 per annum, plus superannuation.
