Primary objective
Provide strategic advice and project management in relation to land transactions projects, including managing complex contractual
agreements and processes for development, sale, lease and acquisition of government land assets, projects relating to Aboriginal
land claims and community living areas, major and strategic projects and other government initiatives.
Key duties and responsibilities
1. Provide strategic advice to the Minister, Cabinet, Executive management, other agencies and tiers of government, developers
and stakeholders to support and enable the delivery of complex, strategic land transactions.
2. Support the management of land development projects, including those of strategic importance to the Territory, covering all
aspects of land administration, including negotiations, transactions, contract management and land acquisition.
3. Prepare project scope, expression of interest, tender and procurement documentation required for the delivery of projects.
4. Manage the delivery of complex land transaction projects, including organising and attending meetings, project management,
review and analysis of legal, technical and strategic documents, seeking and interpreting specialist or technical advice and
providing advice on complex issues to achieve required approvals and outcomes.
5. Lead the administration of land development leases and licences with technical support.
6. Lead team projects and project control group meetings with developers, intergovernmental stakeholders and service providers,
including technical and specialist staff.
7. Responsible for the sale and grant of Crown land, through public competitive processes and direct application, to support
economic development and the delivery of community infrastructure.
8. Participate actively as part of a team, including supporting the Manager in mentoring and training other team members.
Selection criteria
Essential
1. Well-developed verbal and written communication skills, including strong negotiation and conflict management skills.
Demonstrated ability to sustain productive working relationships and partnerships with internal and external stakeholders
across a range of technical, professional and management disciplines.
2. Demonstrated ability to provide accurate strategic advice and legislative and policy interpretation to the Minister, Executive
management, other agencies and tiers of government, developers and other stakeholders, supporting the delivery of complex,
strategic land transactions.
3. Ability to balance commercial, development and public policy issues, assess risks and provide reasoned advice to deliver
intended project outcomes.
4. Well-developed project management and organisational skills, including the ability to manage multiple complex strategic
projects and transactions, and conflicting deadlines with the ability to deliver within set timeframes and financial constraints.
5. Ability to work in a cross-cultural and diverse environment.
6. Sound understanding of frameworks, principles, legislation, standards and practices relating to land administration and land
development.
7. Knowledge of public sector financial, tendering and procurement, contract management and service delivery frameworks
relevant to land administration and development or relevant experience.
Desirable
1. Qualifications in law, conveyancing or another relevant discipline.
2. Experience working within a land administration or land development environment, including implementation of relevant
legislative and policy frameworks.
