Primary objective
The Youth Voice and Leadership Advisor will develop and deliver key initiatives aimed at ensuring the diverse voices and
experiences of Northern Territory students are captured and used to shape departmental policy and practices.
Context statement
The Strategic Engagement Partnerships team develops and implements a range of student engagement initiatives in
partnership with internal and external stakeholders. This includes program and contract management and jurisdictional
reporting requirements for a range of programs aimed at youth leadership, raising school attendance and increasing student
engagement in education and learning.
Key duties and responsibilities
1. Research, consult, develop and manage youth voice projects, implementation strategies, and program reviews.
2. Maintain effective and timely communication with stakeholders to ensure youth voice programs are informing education
system policies and programs that meet the needs of regions and schools across the Northern Territory.
3. Develop networks and strategies to support schools and stakeholders to achieve improved outcomes through accessing
student voice.
4. Conduct quantitative and qualitative data collection, research and analysis to inform strategic direction, policy and
program evaluation.
5. Prepare and provide strategic and practical advice on submissions, briefings, reports, policy/discussion documents and
correspondence for senior officers in the Department or for the Minister.
Selection criteria
Essential
1. Demonstrated ability to use strategic, conceptual and analytical skills to support complex program delivery including the
development, implementation and evaluation of programs and initiatives.
2. Demonstrated high-level ability to express ideas clearly and fluently, both orally and in writing along with the ability to
develop and present a range of materials to diverse stakeholders.
3. High level negotiation and influencing skills and demonstrated ability to build and maintain effective networks and
collaborative partnerships with arrange of internal and external stakeholders.
4. Ability to monitor the progress of projects against key milestones, identify, recommend, and communicate instances
where timeframes need to be modified, and the ability to respond positively to change and competing priorities to ensure
project deliverables are met.
5. Experience in the development and operationalisation of strategic reform, including developing materials and plans to
support the achievement of reform objectives.
6. Demonstrated knowledge and experience in project management and secretariat functions.
Desirable
1. Tertiary qualifications relevant to the position. e.g. social or public policy, community engagement, youth services,
education or training
2. Knowledge of strategic planning, information management, program, project and contract management, policy
development and implementation and financial/budget management as it applies to the NT Public Service.

The occupant of this position must have a Working with Children Clearance (Ochre Card) and driver’s licence and be willing
to undertake overnight stays in regional locations on an ad hoc basis.
