Primary objective
Provide a high standard of investigation and enforcement of the Fisheries Act 1988 (the Act) as well as administrative support to the
Fisheries Compliance Unit (FCU).
Context statement
Senior Officers will promote community awareness in relation to the fisheries rules and regulations in the Northern Territory. The FCU
will maintain an active presence through fisheries compliance patrols, inspections and investigations and work in partnership with the
fisheries management and research sections of NT Fisheries, and key stakeholders, to set and deliver priorities. The successful applicant
should have a current Driver’s Licence, ability to drive a manual and four wheel drive vehicle, Coxswain certificate of competency or
equivalent and ability and willingness to travel to remote locations, which may include overnight stays.
Key duties and responsibilities
1. Provide advice to the public and key stakeholders with respect to compliance with the Act.
2. Lead, coordinate, identify and investigate possible breaches of the Act.
3. Provide high level briefings and advice to the Manager Fisheries Compliance, the department and staff, which are accurate and to a
high standard.
4. Compile and oversee brief of evidence in matters that proceed to court.
5. Provide administrative support to the FCU, including data entry, record maintenance and general administrative duties where required.
6. Assist the Manager, Fisheries Compliance to deliver the NT’s fisheries compliance program.
7. Mentor Fisheries officers and Fisheries inspectors.
8. Assist in the ongoing development and implementation of best practice procedures and policy to support the continuous improvement
of the FCU.
9. Participate in response to biosecurity incursions as required by the Senior Executive Director, Fisheries.
Selection criteria
Essential
1. Demonstrated experience supervising staff and supporting others in a high pressure and stressful environment with compliance and
enforcement being a core function.
2. Demonstrated ability to interpret and apply legislation, and provide meaningful advice within a regulatory environment.
3. Demonstrated experience in undertaking investigations, and a good understanding of the techniques and procedures used for
probative evidence collection in the investigation of offences, in accordance with the rules of evidence.
4. Highly developed written and oral communication, interpersonal, organisational and time management skills, with an ability to
articulate ideas in a clear and concise manner that contribute positively to a small team.
5. Ability to conduct fieldwork effectively and safely in remote locations under minimal supervision with an understanding and
commitment to work health and safety standards.
6. Ability to interact effectively with people of diverse cultural backgrounds.
7. Well-developed negotiation and mediation skills in potentially difficult, volatile and stressful situations.
8. Coxswain certificate of competency or the ability to acquire in a reasonable timeframe.
Desirable
1. Knowledge and understanding of NT Fisheries legislation, fishes of the NT, and fisheries compliance environment including issues
within the Northern Territory and nationally.
2. Certificate IV in Investigations (Government) or similar.
Further information
An acceptable National Police Certificate (police clearance) is required. If not currently held, must be acquired prior to commencement at
applicant’s expense. Additionally, as part of the recruitment process, applicants may be subjected to psychometric, cognitive, or other
testing, with appropriate notification given where necessary. Furthermore, the successful candidate will be provided with a compulsory
uniform that must be worn in its entirety on every working day.
