Job Tasks and Responsibilities
The Project Engineer - Camps - provides engineering and delivery leadership for the planning, procurement, installation, operation and demobilisation of temporary construction camps and site facilities
supporting Victorian projects. The role is responsible for managing the end‑to‑end lifecycle of construction camps, including bulk earthworks, temporary buildings, utilities, access, laydown areas and supporting infrastructure, ensuring alignment with project safety, environmental, quality, schedule and cost requirements. The position coordinates camp suppliers, civil contractors, utilities providers and internal construction teams, maintaining clear interface boundaries and ensuring camps are delivered in accordance with approvals, permits and project standards. The role supports construction productivity by ensuring camps and facilities are delivered safely, fit‑for‑purpose and available in line with project staging and workforce demand.

Provide engineering and delivery leadership for the planning, procurement, installation, operation and demobilisation of construction camps and site facilities, in accordance with project safety, quality, environmental, schedule and cost requirements.
Develop and manage scopes of work for camp‑related packages, including bulk earthworks, temporary buildings, utilities, access, laydown areas and supporting infrastructure, ensuring clear scope boundaries and interface definition.
Coordinate and manage interfaces between camp suppliers, civil contractors, utilities providers and construction teams, ensuring constructability, safety and compliance with approvals, permits and project standards.
Lead procurement and subcontractor management for camp packages, including technical evaluations, contract administration, progress claims, variations and performance monitoring.
Oversee the delivery of camp works on site, ensuring activities are executed in accordance with approved drawings, specifications, SWMS, ITPs and inspection requirements.
Develop construction programmes, SWMS, ITPs, check sheets and WMS associated with constructions activities.
Manage cost control, forecasting and reporting for camp‑related works, identifying risks and opportunities and implementing mitigation strategies.
Act as the primary engineering interface for camp delivery with internal stakeholders, including construction, logistics, HSE, environment and commercial teams, and external authorities as required.
Lead the resolution of technical queries, non‑conformances and design or scope changes associated with camp works, ensuring timely close‑out and minimal impact to the construction program.
Ensure camp demobilisation and site reinstatement activities are planned and delivered in accordance with contractual, environmental and land access requirements.
Maintain and actively manage safety, environmental and quality risks relevant to camp delivery,

promoting a strong compliance and safety culture.

Provide regular reporting on progress, risks, issues and key milestones related to camp delivery, and contribute to lessons learned and continuous improvement initiatives across Projects.

Essential Skills / Qualifications

Bachelor's Degree in Civil, Construction or Building Services Engineering (or equivalent).
8-10+ years' experience delivering complex infrastructure or resources projects, with demonstrated experience in temporary construction camps, site facilities, or remote workforce accommodation.
Strong understanding of construction camp delivery methodologies, including bulk earthworks, temporary buildings, utilities (power, water, sewer, comms), fire services, access, laydown areas and supporting infrastructure.
Proven experience managing camp lifecycle activities, including planning, procurement, installation, operation, maintenance, demobilisation and site reinstatement.
Demonstrated capability managing interfaces between camp suppliers, civil contractors, utilities providers and construction teams, ensuring clear scope boundaries and constructability.
Sound knowledge of WHS legislation, environmental management requirements and quality systems relevant to temporary works, including SWMS, ITPs, inspections and compliance with approvals and

permits.

Strong commercial and contractual capability, including scope development, subcontractor procurement, contract administration, progress claims, variations and cost forecasting.
Experience interpreting and managing technical documentation, drawings and specifications related to temporary works and services.
Strong stakeholder engagement and communication skills, with the ability to coordinate across construction, logistics, HSE, environment, client and authority interfaces.
Highly organised with strong problem‑solving skills, accountability and a proactive approach to risk identification, mitigation and delivery outcomes.
