Primary objective
The Assistant Director, Evidence and Evaluation, supports the Director to drive evaluation and evidence informed policy development
across the whole of government including de-implementation, cost benefit analysis and developing an NT-specific evidence base.
Context statement
The unit promotes the use of evaluation in government decision making by supporting agencies to complete evaluation overviews as part
of their Cabinet submissions. It coordinates a rolling schedule of evaluations, strengthening these across the NT Government. The unit
maintains a database of completed evaluations and shares findings to inform future policy and program design.
Key duties and responsibilities
1. Manage policy research relating to evidence and evaluation to ensure delivery of work unit performance objectives and outcomes.
2. Provide critical evidence-based analysis and strategic advice to Department executives and agencies on prioritising evaluations,

appropriate evaluation approaches and the existing evidence base of programs across government.
3. Promote the use of evaluation and support evidence-informed policy development by raising awareness of program evaluation across

government through collaborative and constructive relationships and appropriate communications.
4. Assist with the implementation of a whole of government program evaluation framework and relevant legislative instruments to drive

evidence-based decision-making on policy and resource allocation.
5. Assist with the development of plans, policies and procedures to support and coordinate evaluations across government.
6. Lead the coordination of an annual whole-of-government evaluation schedule for the Expenditure Review Subcommittee of Cabinet

with specific advice to agencies on draft evaluation plans and reports.
7. Provide advice to agencies on draft evaluation plans and reports.
8. Proactively support agencies with budget development evaluation requirements.
9. Support agencies to comply with the Treasurer’s Direction – Organisational performance and accountability including providing advice

on appropriate objectives and key performance indicators in strategic plans and budget papers.
10. Liaise and negotiate with interstate counterparts and external parties on program evaluation matters and represent the agency on

interagency and national working groups.
Selection criteria
Essential
1. Expert knowledge of program design, implementation, monitoring and evaluation in the context of evidence-based policy.
2. High level knowledge of research, statistical and data management techniques including awareness of evidence synthesis.
3. A thorough understanding of organisational performance and accountability including the strategic planning process and key

performance indicators.
4. Oral and written communication skills of a high order.
5. Expert knowledge of project management and the ability to develop and implement change management initiatives and monitor,

evaluate and report on outcomes.
6. Demonstrated ability to work as part of small team, including supervising staff.
Desirable
1. Tertiary qualifications in an appropriate discipline.
2. Comprehensive understanding of the Northern Territory Government decision-making processes and financial management

framework.
3. An ability to interact effectively with people from diverse cultures.
