About the Team
An opportunity exists in the Integrity, Fraud and Security section for a Senior Integrity Investigator within the Aged Care Quality and Safety Commission’s Integrity Investigations Team. The Integrity, Security and Fraud Team consist of 3 teams – Integrity Investigations, Integrity and Fraud and Security. The team is responsible for leading and coordinating the Commission’s approach to:
Integrity Compliance and Uplift: Responsible for ensuring current frameworks, policies and procedures are in place to ensure the integrity of the Commission’s activities, including conflict of interest declarations, gifts and benefits policy, outside employment declarations and related processes. Also includes development of and maintaining the Commission’s Integrity Framework.
Fraud and Corruption Controls: Provides guidance on appropriate fraud and corruption prevention, detection, and investigations measures, including fraud and corruption risk assessments, controls and investigations. Includes development of and sustaining the Fraud and Corruption Control Framework, roadmap and plans.
Investigations: Conducts investigations into fraud and corruption concerns from inception to prosecution including running Code of Conduct processes. Investigates misconduct when matters are referred to the team from the Internal Standards and Conduct Unit. Also investigates allegations under the Public Interest Disclosure Act and security incidents.
Security: The Security Team leads the Commission’s security functions in compliance with the Protective Security Policy Framework (PSPF). A small Personnel Security (PERSEC) Team are responsible for pre-engagement and ongoing suitability checks, including security clearance administration.
About the Role
The purpose of this position is to provide the Commission with a qualified and experienced investigator to conduct investigations into allegations of fraud and corruption as well as public interest disclosures.
Position Duties
Reporting to the Assistant Director, your main responsibilities will be to:
Plan and conduct investigations of varying risk, complexity and sensitivity into escalated complaints about staff, breaches of the APS Code of Conduct, complex security incidents, PIDs, integrity and fraud and corruption allegations, in accordance with best practice investigation processes, the Australian Government Investigations Standards (AGIS) and administrative law principles.
Identify, gather and compile evidence, prepare investigation plans, analyse information and documents, conduct interviews and take statements.
Keep accurate and complete records of activities, information and evidence in accordance with legislative requirements and the Commission's records, information security and privacy policies and requirements.
Apply sound judgment and highly developed analytical skills to assess and review complex information, evidence and data trends.
Produce a range of high-quality written material for a range of stakeholders including information requests, minutes, briefings, requests for legal advice, outcome and update letters, referral letters/notices and procurement documentation when outsourcing for specialist investigative services.
Prepare high quality investigation reports and briefs of evidence to support administrative action, civil proceedings and criminal prosecutions.
Contribute to the development and implementation of investigation policies, procedures and templates.
Collaborate and support productive-working relationships across the Commission as well as with other agencies and authorities such as the Commonwealth Department of Public Prosecutions, Commonwealth Ombudsman, National Anti-Corruption Commission, federal and state law enforcement and other Commonwealth entities.
Actively drive, model and influence the Commission’s culture by reinforcing an ethical culture which promotes integrity.
Position Eligibility Requirements (Selection Criteria):
To be successful in this role you will need to demonstrate the following:
Experience in undertaking fraud and/or corruption investigations, or related criminal investigations is essential.
Strong analytical skills to deliver objective, impartial and ethical investigation outcomes in accordance with the rules of evidence, procedural fairness and Australian Government Investigation Standards (AGIS).
Demonstrated ability in evidence collection, exhibit handling, statement taking, conducting recorded interviews and writing briefs of evidence in accordance with Commonwealth Department Public Prosecution guidelines.
Ability to work autonomously and collaboratively in a team and with key stakeholders to plan and deliver outcomes with sound judgement and attention to detail.
Excellent interpersonal skills including demonstrated ability to build and sustain productive relationships with internal and external stakeholders, whilst maintaining confidentiality and privacy.
Demonstrates highest standards of integrity and fairness.
Ability to identify opportunities for continuous improvement to achieve quality outcomes.
Required qualifications and experience:
Certificate IV in Government Investigations (or equivalent qualification) is required.
Experience in conducting investigations in fraud or corruption or criminal environment is required.
Experience in conducting APS Code of Conduct investigations in addition to the above is advantageous.
A minimum of a baseline security clearance is required or the ability to obtain a clearance.

Position Notes:
Salary offered will be between $99,784 - $112,571 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.

Non-ongoing opportunity will be offered for an irregular/intermittent term. Opportunities will be offered for varying periods up to 12 months with the option to extend to a total of 24 months.
