About the Role
The Group is responsible for the provision of forensic intelligence to Victoria Police and information technology services to Forensic Services. There are two Work Units within the Group that each have a dedicated Unit Leader. The Laboratory Information Management System (LIMS) Support Unit manage and providing ongoing support services for core laboratory IT applications (LIMS, Forensic Register and PALM). The Forensic Intelligence and IT Management Unit provides the intelligence function of Forensic Services and provides strategy and support for Forensic Services IT infrastructure (including the scientific network).
The purpose of this role is to manage the Group, ensuring service delivery is effectively maintained, services are aligned with Forensic Services strategic directions, and services are innovated and improved to account for changing business demands. The Group Manager must also recruit, retain, motivate and professionally develop employees.
Key Accountabilities include:

Manage and coordinate daily operations of the Forensic Intelligence and IT Management Group, with the objective of providing timely and high-quality service.

Review and approve tactical, operational and strategic intelligence products to be disseminated to Victoria Police and stakeholders.

Manage the arrangements for delivery of the (outsourced) corporate IT systems.

Manage the Forensic LIMS use, user support and ongoing development and maintenance.

Ensure strategic planning and identification of ICT within Forensic Services Department

Provide motivation and leadership to staff as well as implement appropriate strategies to ensure their development.

Provide key advice and leadership in the development or implementation of policy and procedures.

Understand and respond to new and emerging issues to ensure resources are aligned to customer expectations.
Skills & Experience
-
Demonstrated experience to provide sound leadership and guidance based on advanced expertise across the exhibit management, information technology and intelligence functions.

Demonstrated experience and knowledge of property management within Victoria Police and associated policies and procedures.

Demonstrated experience and knowledge of networked information technology systems, including provision of user support and problem resolution.

Demonstrated experience and knowledge in scientific network systems and management of the provision of technical support.

Demonstrated experience to identify and report data to provide useful intelligence information and recommend appropriate usage of this data.

Highly developed interpersonal attributes, including conceptual and analytical capability, problem solving, communication and negotiation skills and the ability to foster effective staff relationships.

Experience in contemporary business improvement methodology and practices to develop/enhance service delivery.

Ability to provide specialist advice at a senior level, both verbally and in writing.
-
Ability to manage service delivery and monitor work group performance.

Ability to supervise staff on a daily basis, including leading and developing people and providing positive leadership.
Requirements and relevant information:

Ongoing VPS-6 position available.
-
Position is located at 31 Forensic Drive Macleod.

Qualifications in Information Technology/Science, Business and/or Intelligence would be highly desirable.

Experience of IT support in a forensic laboratory setting would also be advantageous.

The successful candidate may be required to undergo and successfully obtain and maintain a National Security Clearance to the level determined by the Department Head. To obtain this clearance applicants must be an Australian Citizen.

The successful candidate will be required to provide a DNA sample (buccal swab) for use in laboratory quality control procedures (elimination purposes only).

The successful candidate will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening.
