Operations Engineer – Major Projects

Organisational Context

east Victoria across an area of 20,000 square kilometres. The service delivery area is bound by Corryong, Yarrawonga,
Benalla and Dartmouth. We operate 21 water treatment facilities and 22 wastewater treatment plants that service most
towns across the region. Over 200 full time equivalent staff are employed at our centres in Wodonga, Wangaratta, Benalla,
Yarrawonga, Corryong, Beechworth, Mount Beauty and Myrtleford.

Our operations are overseen by the Department of Energy, Environment and Climate Action (DEECA) on behalf of the
Minister for Water, and the Department of Treasury and Finance (DTF) on behalf of the Treasurer. We continue to invest in
innovative and long-term capital projects which contribute to the health and well-being of current and future generations.

Position Objectives

The Operations Engineer – Major Projects:

Represents the operations team in infrastructure related cross-organisational planning initiatives and technical

reviews including master planning, major capital projects and renewals projects.

Leads the delivery and procurement of projects and programs within the Corporation’s Capital Program up to the

value of $1 million.

Uses operational data, business strategy and regulatory compliance pathways to influence, direct and inform major

projects and renewals and drive sustainable best practice operations for whole of business outcomes.

Provides leadership on behalf of operations teams towards development and implementation of major projects

within the wider

Operates within quality systems and contributes to the continuous improvement of our Drinking Water Quality

Management System, Environmental Management System and Safety Management System to maintain a continual
improvement focus to delivery of water and wastewater services.

Key Responsibility Areas

Project managing capital works projects and programs including leading procurement and delivery
Providing high level, operations-based technical direction into master planning and major project delivery.
Providing a high-level of advocacy for operations teams during the design, construction, commissioning and

operations of all new and upgraded infrastructure.

Representing operations teams in risk assessments, HAZOPS, design reviews and implementation activities.
Ensuring upgrades to treatment processes are such that the quality of treated water and wastewater meets or

exceeds regulatory requirements and expectations.

Undertaking regular site visits to ensure capital projects are meeting or exceeding the needs of operations, building

a working knowledge of water and wastewater treatment plants and providing specialised advice as required.

Driving the implementation of consistent standards and process across water and wastewater treatment plants

during the capital project lifecycles, including identifying required documentation, training and ongoing support.

Commitment and availability to participate in standby duty roster as required.

Organisational Relationships

This role sits within a dual reporting structure, reporting to the Manager Wastewater Systems & Environment and Manager
Water Treatment & Quality. Day to day management of this position sits with the Manager Water Treatment & Quality. The
Operations Engineer – Major Projects liaises with all internal stakeholders, peers in water corporations or local government,
government agencies and members of the public.

Accountability and Extent of Authority

Accountable for role modelling and driving the culture, mindsets and behaviours expected at

Ability to make decisions that align with the overall objectives of the organisation.
Decisions may be taken in regard to assigned work although, where major deviations from approved estimates are

likely to occur, discussions with the Water Treatment and Quality Manager and Wastewater Systems and
Environment Manager would be required prior to a decision or action being taken.

Specialist skills and knowledge

Demonstrated experience in project management.
Proven data analytics and creative problem-solving skills, including root cause analysis and ability to draw

meaningful insights.

A thorough understanding of contemporary risk assessment methods.
Ability to work and collaborate successfully as part of a broader team, especially across multiple business units, to

achieve the best customer outcomes for

Ability to undertake complex technical and analytical work under limited supervision and direction and provide

technical mentoring and leadership to other members of the team.

Knowledge of water and wastewater treatment processes and technologies.

Management Skills

Project management skills, with the ability to plan, organise and coordinate tasks effectively, ensuring projects are

completed on time and within budget.

Ability to collaborate with cross-functional teams.
Ability to identify, assess and manage risks associated with process changes, improvements or suggested technical

solutions.

Skilled in managing time, setting priorities, planning and organising own work to manage routine tasks, as well as

projects from conception to completion within set timeframes and limited guidance.

Ability to provide strategic advice and data integrity related to operational functions.
Ability to provide specialist advice or information to the public, regulators, customers, staff, contractors and other

interested parties in respect to matters relating to the role.

Interpersonal Skills

Ability to meet and liaise with internal and external stakeholders in relation to

planning, major capital projects and renewals projects requirements.

Ability to liaise with operating teams to ensure that feedback is incorporated into any improvement initiatives and

that change management principles are utilised when initiating a process change.

Ability to persuade, convince or negotiate with stakeholders and people in other organisations in the pursuit and

achievement of specific and set objectives.

Excellent written and verbal communication skills.
Ability to lead, motivate and develop other members of the team.

Qualifications and Experience

Relevant process engineering qualification with a minimum of 5 years’ experience in water treatment, wastewater

treatment or engineering in a relevant field.

Relevant water industry experience is desired.
A driver’s licence is required.
