ABOUT THE TEAM & BRANCH
The Procurement and Contracting Team (PaCT) sits within the Procurement Policy Branch (PPB) in Procurement Division of the Department of Finance (Finance). PaCT operate as Finance’s central procurement team, focusing on providing expert, contextual advice, oversight and quality assurance for all procurement lifecycle activities across all areas of Finance.
ABOUT THE OPPORTUNITY
The Assistant Directors of PaCT plays a key role in Finance’s Procurement activities and work closely with other members of the PaCT team to ensure that PaCT’s services for its internal clients are correct, prompt and clear. A key part of the role is developing and fostering productive and influential relationships with stakeholders. Specifically, PaCT’s EL1s are responsible for providing timely support and strategic advice to all Finance business area personnel on procurement methods, best practice and policies to support Finance Delegates meeting their PGPA Act responsibilities. The Assistant Director may also undertake procurement assurance and compliance activities.
The role generally includes supporting each client’s journey through the procurement lifecycle from scheduling, planning, risk management, probity, development of Approach to Market documentation, conducting their procurement, evaluation and negotiation, Delegate approvals, contract formalisation and AusTender reporting. Later in the procurement life-cycle advice may include support on contract management issues and risks for their client group. PaCT also implement changes to Finance’s internal procurement framework, develop and maintain Finance’s procurement templates, analyse and report on procurement data, and conduct procurement maturity and quality assurance assessments, when requested.
As the procurement framework evolves and changes, the Assistant Directors, PaCT support their own and the team’s continuous development to ensure that all advice remains compliant with all requirements. The PaCT team’s aim is always to deliver their client’s required strategic outcomes while ensuring each advising complies with the Commonwealth Procurement Framework and other government legislation and policies.
