Purpose
The Unit Manager Property and Facilities is responsible for the strategic leadership and
operational management of City of Marion’s (CoM) built assets, community facilities, leasing,
land management and plant assets.

The position is responsible for leading and motivating a team of staff involved in land
management, leasing, licencing, property management, maintenance and related activities
to ensure that the work area effectively delivers on the Community vision
and Council’s objectives of service quality, efficiency and effectiveness.

The position will provide positive and energetic leadership and work collaboratively with
others across the organisation and with external stakeholders. This involves extensive
engagement with community groups, sporting clubs and commercial entities who lease
Council facilities to achieve good governance and optimisation of facilities.

Key Deliverables

Property Leasing and Land Management

Oversee Council’s community and commercial property agreements, including leases,

licences and occupancy and management agreements.

Develop and implement property and land management strategies, plans and

improvement initiatives aligned to Councils strategic objectives.

Identify underperforming or surplus assets and provide recommendations regarding

asset utilisation, improvement or disposal.

Ensure property and community land records, registers, databases and associated

documentation are accurate and maintained.

Develop, review and implement policies, procedures, and frameworks relating to

property and land management activities.

Ensure compliance with legislative, statutory and regulatory requirements relevant to

property management and community land.

Property Maintenance

Develop and implement asset maintenance plans that align with the organisation's

long-term asset management and financial plans.

Develop, implement, and manage preventative maintenance schedules, ensuring tasks

are executed efficiently, on schedule, and in adherence to organisational policies,
procedures, and regulatory requirements.

Manage reactive maintenance with an aim to address issues in an efficient and timely

manner, and with a customer focus.

Manage the asset maintenance system and data, including inspection reports and

work orders, ensuring complete and accurate data, and provide detailed reporting on
the preventative maintenance function.

Develop and monitor preventative maintenance budgets, maintain cost control, and

report against budget projections.

Oversee the preparation of briefs, specifications, and tender documentation and the

engagement and performance of contractors and consultants.

Customer Engagement and Service

Develop and implement customer service standards and procedures which ensure the

team responds in a timely and responsive manner to all lease and maintenance
requests.

Work collaboratively with community, sporting clubs and commercial entities to ensure

facilities are well utilised and build their capacity to support good governance in the
management of Council leased facilities.

Foster collaboration, communication, innovation and excellence with all stakeholders

to contribute to strategic and operational results.

Reporting

Review and analyse departmental performance, objectives and outcomes. Identify and

report on trends, future options, opportunities and risk and initiate appropriate
responsive strategies.

Prepare and/or coordinate departmental reports, Council reports, information for

briefings, business cases etc.

Human Resources

Ensure the scope of employment legislation, code of conduct, employee relations

awards and industrial relations are complied with throughout the work area to
decrease risk and create safe and equitable workplaces.

Undertake human resource activities which build the capacity of the team including

workforce planning, recruitment, learning and development and annual Performance
Development Plans with team members.

Lead and develop a culture of safety and develop and implement safe work practices

and procedures within the work area, including the monitoring of outcomes and
performance of staff and review practices as required.

Support, develop and empower staff to achieve and develop within their roles.

Manage team performance to ensure the team and individuals are operating at their

best, and held to account.

Financial

Exercise sound financial management of both operational and capital budgets.

Ensure State and Federal grants are proactively sought and opportunities for

commercial partnerships are identified and pursued to maximise public value.

Provide effective leadership consistent with the CoM Leadership Capabilities.

Qualifications

Tertiary qualification in Business / Property / Asset Management or extensive

experience in related fields.

Comply with existing Work, Health and Safety legislation and regulation obligations and

Maintain familiarity with, and actively ensure compliance with, all Work Health and

Safety (WHS) legislation and regulations, the Code of Practice for Self-Insurers, and City
of Marion policies and procedures.

The position will require a flexible work schedule to meet deadlines for council

Some out of hours work including weekend and evenings will be required to meet with

relating to Council land and property.

Must hold a valid, full (unrestricted) driver's license in accordance with South Australian

requirements.
