Primary objective
Manage the development and delivery of assigned civil Capital Works, Minor New Works, and some Specific Maintenance
projects projects that include intelligent transport systems (ITS) and electrical infrastructure such as streetlights and traffic
signals, for civil related assets.
Context statement
The Civil Construction team provides project and contract management services to construct and maintain road and related
civil infrastructure across the Northern Territory, including roads, bridges, aerodromes, barge landings and marine
infrastructure.
Key duties and responsibilities
1. Deliver assigned complex and non-complex Capital Works, Minor New Works, and specific maintenance projects,
ensuring the deliverable objectives and constraints of time, cost and quality are achieved.
2. Manage all phases of the project including investigation, development design and formulation of the civil asset
construction projects for roads, and other civil assets in the region, investigation operational and construction problems
and recommending solutions.
3. Undertake the roles of Superintendent’s Representative for construction contracts and role of Contract Manager for
investigation and design consultancy contracts.
4. Administration of design consultancies and construction contracts, to ensure construction and industry standards are
maintained and comply with Northern Territory legislation and Departmental policies and procedures.
5. Prepare and maintain financial and progress reports, ministerial briefings and correspondence related project portfolio.
6. Manage negotiations with a strong grasp of the key issues, anticipating stakeholders’ expectations and concerns,
encouraging the support of relevant stakeholders.
7. Provide leadership and staff supervision of a technical Project Manager resource.
Selection criteria
Essential
1. A degree in Electrical or Civil Engineering or similar field and registration, or eligibility for registration as an Engineer.
2. Well-developed knowledge in ITS and electrical infrastructure industry design, construction and maintenance techniques
and practices, including roads and best practice environmental management.
3. Sound project management knowledge and experience in contract management, development and interpretation of
design and construction tender documentation and procurement processes.
4. Experience in contract and stakeholder negotiations, influencing, and dispute resolution and relationship management.
5. Demonstrated ability to approach negotiations with a strong grasp of the key issues, anticipating stakeholders’
expectations and concerns, encouraging the support of relevant stakeholders.
6. High-level written and verbal communication skills in presentations, contractual correspondence, briefings, and authority
submissions including the ability to clearly articulate complex concepts and critical issues with simplicity.
7. Demonstrated contemporary leadership, planning, management and staff supervision skills.
Desirable
1. Post graduate qualification in Project Management, and/or Contract Management or similar.
