We are seeking an experienced Policy Lead for a large-scale multi-year transformation program.
This is a unique opportunity to play a key role in the delivery of the Licensing and Registration Management System (LRMS), supporting the transition from a legacy licensing and registration system to a modern digital platform.
Working at the intersection of policy, legislation and technology, you will help ensure the program responds to emerging firearms reforms and delivers a solution that supports future business and regulatory requirements.
The delivery of LRMS is a key Victorian Government priority that will integrate with the National Firearms Register, providing timely access to accurate firearms information, and strengthening community safety across Victoria and Australia.
About the role:
The Policy Lead provides strategic policy and legislative advice to support the design and delivery of LRMS within a complex and evolving reform environment.
Working within a complex and fast-moving reform environment, you will provide strategic policy and legislative advice to inform system design decisions while navigating evolving legislative reforms, national initiatives and emerging government priorities.
You will work closely with business subject matter experts, legal and policy stakeholders, technical delivery teams, and external partners to assess how legislative requirements can be operationalised through system functionality and business processes.
A key challenge of the role is balancing the delivery of a technology program with a tight implementation timeframe against a legislative landscape that continues to evolve. You will be required to identify legislative risks, assess policy implications, develop options and recommendations, and support decision-making where legislation, policy settings or enabling technology capabilities are not yet fully settled.
The successful applicant will be comfortable working with ambiguity, translating complex legislative and policy requirements into practical system and operational outcomes, and influencing decisions across business, legal, policy and technology domains.

Your duties will include:
- Lead legislative and policy analysis relating to firearms licensing and national firearms reform initiatives, and assess the impact on LRMS requirements, system design and operational processes.
- Provide strategic advice on legislative, regulatory, privacy, information collection, identity verification and information sharing frameworks, translating legislative requirements into clear business rules, user stories and implementation guidance.
- Partner with executives, business leads, technical teams and external stakeholders to develop, implement and maintain policies, standards, frameworks and supporting guidance documentation.
- Identify and manage legislative, regulatory and policy risks arising from reform initiatives and system design decisions, and develop mitigation strategies.
- Prepare high-quality policy papers, impact assessments, briefings and recommendations for governance forums and senior decision-makers.
- Monitoring emerging regulatory and industry trends and assess potential impacts on the transformation program.
About You:
You are an experienced policy professional with:
- A demonstrated ability to interpret and apply complex legislation within a large-scale reform or transformation or technology program.
- Significant experience in policy development in a government or regulated environment.
- A demonstrated ability to provide strategic and conceptual thinking and analysis to solve complex problems and contribute to effective outcomes.
- An excellent communication, consultation and interpersonal skills with the demonstrated capacity to engage and influence a wide range of stakeholders.
- A strong judgement, initiative and the confidence to challenge constructively and provide high quality advice in short timeframes.
- A demonstrated people leadership, managing competing priorities and championing change.

- One (1) x full-time, fixed term position until 30/09/2028 available.
- This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
