About the role
The Senior Business Analyst is responsible for driving the end-to-end delivery of solutions within the State ODS Program, from requirements through to implementation. This includes working closely with stakeholders, developers, and testers to define requirements, solve problems, and deliver outcomes, including hands-on involvement in data analysis and issue investigation where required.
The Senior Business Analyst is responsible for
Leading and managing the engagement with stakeholders from MoH, LHD, eHealth, Health Share, the Pillars and external parties as required to identify requirements and design for custom solutions.
Leading the planning, analysis, design, development, testing and continuous improvements of systems the State ODS Program Team are responsible for.
Developing documents including but not limited to; Program Statement of Work, Business Requirements Definition, Functional Design Specifications, Process Maps, Change Impact Assessments, Test Cases and Data Dictionaries.
Identifying and resolving issues and risks impacting delivery, including independently investigating system or data-related problems

What you will do
Collaborate with internal and external stakeholders to produce planning, analysis and design artefacts for allocated projects
Escalate risks and issues and provide input into contingency planning.
Oversee end to end delivery of assigned projects and priorities to ensure adherence to scope and timelines.
Work directly with subject matter experts, developers and testers during build and test phases to clarify requirements, resolve issues, and unblock delivery.
Manage project scope, quality and governance.
Proactively investigate and resolve issues independently, including data discrepancies and integration problems, rather than relying solely on technical teams
Independently investigate and resolve issues, including data-related defects, to keep delivery on track
About you
We are seeking motivated and committed individuals who can support the work of the State ODS Program with the following experience and knowledge areas:
Experience (> 5 years) as a Senior Business Analyst working in large, complex multi-disciplinary organisation with numerous stakeholders to engage ranging from front line clinical staff, community-based clinicians, finance/revenue staff, IT staff and/or Health Executives.
Experience (> 5 years) collating business requirements and translating them into functional and non-functional requirements for custom operational systems.
High level of documentation skills with extensive experience developing Business Requirements Definition, User Stories, Functional Design Specifications, Process Maps, current state and future state gap analysis, Change Impact Assessments and Data Dictionaries.
Ability to balance documentation with delivery, focusing on producing ‘just enough’ artefacts to support implementation.
Highly developed communication and negotiation skills with the ability to facilitate interviews, small focus groups and large working parties with sometimes challenging stakeholders.
Proven hands-on experience working with data, including querying datasets (e.g. SQL), validating outputs, and troubleshooting data or integration issues across systems.
Experience using tools such as SQL, Excel, or similar to analyse and validate data.
