Position Description – Unit Manager Property Strategy & Delivery

Purpose

The Unit Manager Property Strategy & Delivery is responsible for the strategic leadership of
City of Marion’s strategy, planning and capital works delivery for Council’s building assets
and structures. The role requires proactively working with internal customers, sporting and
community organisations who lease Council owned facilities to ensure these assets are well
utilised and deliver maximum public value to the community.

The position is responsible for leading and motivating a team of staff overseeing building
assets and structures, and sport and recreational development, with a focus on the
planning, creation, renewal and disposal of the building assets to ensure that the work area
effectively delivers on the community vision and Council’s objectives.

The position will provide positive and energetic leadership and work collaboratively with
others across the organisation and with external stakeholders to deliver on Council’s
strategic directions. This involves extensive community engagement with community groups
and sporting clubs who lease Council facilities to achieve good governance and maximise
utilisation of Council’s facilities.

Key Deliverables

Develop scope and specifications for Asset projects, ensure handover to Project delivery

teams, and maintain Asset Ownership throughout the asset project and extended
lifecycle

Actively contribute to periodical reviews of Council’s asset management policy.

Develop life cycle asset management strategies in relation to operation and

maintenance, renewal, upgrade, replacement and disposal functions.

Lead the development of long-term whole of life asset renewal programs and guide

development of a rolling 10 Year capital and major works programs for Councils building
assets and structures.

Lead financial modelling to determine the most efficient and economical use and

maintenance of Council’s building assets.

Oversee the delivery of Council’s minor capital works program in accordance with

Council’s Buildings Asset Management Plan.

Manage relationships with sporting and community groups to support capacity building

including the identification of funding options and assistance to develop strategic
plans/programs and sound governance and financial management practices that lead to
increased participation and pathway outcomes.

Provide specialist advice for Council on the sustainable management of community

facilities, including reviewing and identifying appropriate management models and
shared use agreements to ensure arrangements meet the specific needs of Council, the
facility and the community.

Contribute to the development of lease/licence documents and development of key

performance indicators to optimise the utilisation and development of council owned
facilities.

Work collaboratively with community and sporting clubs to ensure facilities are well

utilised and build their capacity to support good governance in the management of
Council leased facilities.

Reporting

Review and analyse departmental performance, objectives and outcomes. Identify and

report on trends, future options, opportunities and risk and initiate appropriate
responsive strategies.

Prepare and/or coordinate departmental reports, Council reports, information for

briefings, business cases etc.

People Management and Leadership

Provide effective leadership consisten with the CoM Leadership Capabilities.

Provide leadership and direction by fostering collaboration, communication, innovation

and excellence with all stakeholders to contribute to operational and strategic results.

Manage team performance to ensure the team and individuals are operating at their

best and held to account.

Support, develop and empower staff to achieve and develop within their roles.
