Employee Relations (ER) is a geographically dispersed team within People Branch, providing specialist workplace and industrial relations advice and support. The team develops and delivers policies, strategies, and processes to ensure the department meets its obligations under the Enterprise Agreement (EA) 2024-2027 and relevant Commonwealth legislation.
We are seeking a high-performing EL1 HR practitioner with suitable experience in the APS that will be able to demonstrate:

Strong experience in workplace/industrial relations or employment law, particularly in advisory roles supporting complex workforce matters.

Sound understanding of enterprise agreements and Commonwealth employment legislation (e.g. the Fair Work Act 2009 and the Public Service Act 1999).

Ability to provide strategic, risk-informed advice to employees and senior leaders regarding workplace conditions and associated responsibilities.

Strong written communication skills, including preparation of complex correspondence, briefing material and policy documentation.

Sound judgement and the ability to manage sensitive employment matters with professionalism and discretion.

Excellent stakeholder engagement skills, including the ability to influence and build credibility at senior levels.

Ability to manage competing priorities in a high-volume, fast-paced environment, including supervising and developing APS-level staff.
As an Assistant Manager in ER, you will:
-
Provide specialist advice on the interpretation and application of the department’s EA, HR policies, and workplace legislation to stakeholders across the department.

Draft sensitive correspondence, instruments, and relevant documentation relating to conditions of employment and their application (including Individual Flexibility Arrangements).

Provide specialist consultation and change management advice to support projects undergoing workforce restructures and complex employee relations matters.

Lead the development and maintenance of relevant HR policies, guidelines, and fact sheets that are fit for purpose and regularly reviewed.

Build trusted relationships with union delegates and staff networks on an ongoing basis regarding employment matters, including through our National Consultative Committee.

Actively support the department’s upcoming enterprise agreement bargaining process, including regular engagement with the Australian Public Service Commission to ensure alignment with Government policy.
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
Experience in enterprise bargaining, Review of Actions, and/or voluntary redundancy processes will be highly regarded.
A merit pool may be established and used to fill future vacancies within 18 months from the date the vacancy was first advertised in the Gazette.
