Primary objective
Manage and provide project leadership for assigned projects in the Darwin Region Water Supply Program, which is developing the
Adelaide River Off-stream Water Storage (AROWS). Provide high level technical engineering advice and meet time, cost and quality
expectations.
Context Statement
Infrastructure NT, the Northern Territory’s infrastructure body, undertakes strategic infrastructure planning and development that
coordinates and aligns infrastructure needs with economic and population growth, and delivers nationally significant infrastructure
projects. The AROWS project has a concept design and the position reports to the Director Engineering.
Key duties and responsibilities
1. Manage and provide high level professional engineering and project advice for delivering complex major projects.
2. Manage all phases of assigned projects including planning, investigations/studies, developing options and concepts, design,

procurement and pre-construction activities. Knowledge of pumps, pipes, treatment plants, dams, roads, geotechnical investigations,
materials, models other related infrastructure.

3. Develop and maintain collaborative partnerships with key internal and external stakeholders. Provide critical analysis and advice on
the coordination of proposed development activities against project clearance interfaces and approvals (e.g. early works, land tenure,
culture, environmental assessment). Advise a diverse project team on technical design, investigation and construction matters,
standards, practices/guidelines with reference to the NT including legislation/compliance.

4. Project and contract manage all phases of assigned projects to achieve objectives; including the ability to plan and scope procurement
activities, time, cost, quality and risk management. Manage planned and unforeseen issues arising in projects and resolve problems,
including consultant compliance.

5. Contribute to and/or conduct more complex investigations, challenging operational and construction problems and provide
recommended solutions or improvements for best practice or innovative project planning development.

Selection criteria
Essential
1. A bachelor degree in civil engineering or similar field from a recognised tertiary institution and registration or eligibility for registration

as an Engineer.
2. Demonstrated extensive experience in the civil industry delivering infrastructure; planning and scoping, investigations, design, pre-

construction documentation development and construction, including techniques, practices and knowledge of relevant legislation and
standards.

3. Demonstrated project management, contract management and procurement experience including coordinating complex, multi-
disciplined project elements of major civil infrastructure projects.

4. Proven ability to apply a high level of contemporary oral and written communication, negotiations, problem solving skills, exercise
discretion, initiative, flexibility and confidentiality. Consult and liaise with a diverse group of internal and external stakeholders,
provide concise and accurate communications including the ability to clearly articulate complex concepts.

5. Proven ability to work effectively and efficiently with minimal supervision, meet deadlines and prioritise workload with demonstrated
resilience and consistency, with the capacity to adapt to changing priorities.

Desirable
1. Knowledge of NTG agency structures, policies and processes.
2. Demonstrated experience in delivering major water infrastructure design, construction or operation.
3. Post graduate qualification in Project Management, Contract Management or similar.
