Development Engineer
Remuneration: Annual salary commencing at $101,006, plus up to 15% superannuation

Role Overview
To efficiently and effectively perform duties within the Development Engineering Section of Council with a focus on providing timely and high-quality input into the assessment of development permits (operational works), delivery of high-quality expert development engineering advice to internal and external stakeholders and the general public and to undertake regular onsite inspections of development works to ensure compliance with required standards.
Essential Knowledge & Skills:
- Bachelor’s Degree in Civil Engineering or other relevant tertiary qualifications with up to 5 years’ experience in development engineering or a similar role.
- Experience aligned to development assessment in a Local Government environment or a similar role with a focus on the design, layout and construction of road and drainage, parking, driveway and access areas, stormwater drainage and flooding, earthworks and infrastructure.
- Extensive experience in the civil engineering discipline and design of road and drainage works.
- Demonstrated ability in interpreting and applying the use of engineering standards, specifications and codes, including IPWEAQ and Austroads standards, TMR Road Planning and Design Manual and Technical Specifications, QLD Urban Drainage Manual and Queensland Streets.
- Demonstrated ability to provide clear and consistent engineering advice to all participants in the planning process in relation to application requirements, the Council’s planning schemes and relevant legislation, regulations, standards and codes.
- Well-developed time management skills to facilitate effective and efficient assessment of a variety of concurrent development applications and projects.
- Well-developed written skills to enable the preparation of reports and recommendations that can be clearly understood and acted upon.
- Well-developed verbal communication skills to facilitate expert engineering advice for the development assessment and inspection process.
- Proven ability to research and solve technical and operational problems in conjunction with other group members, and to liaise effectively with a wide range of internal and external stakeholders and influence the timely resolution of issues.
- Knowledge of construction standards and methods, and experience in administering construction by developers and contractors.
- Queensland ‘C’ Class driver’s licence that is current and maintained.
- Construction Industry White/Blue card.
Essential Requirements:
- Provide timely development engineering assessment on operational works applications including liaison with internal specialists as required.
- Evaluate and assess engineering drawings and associated documentation/reports of private and public infrastructure, as-constructed documentation and information, final survey plans and community management scheme/strata plan against permit conditions and engineering standards.
- Assist with the Road Naming and House Numbering assessments and process associated with Development in consultation with Infrastructure Services in a timely manner to meet statutory requirements and achieve compliance with the relevant standards and policies.
- Perform administrative functions including activities relating to engineering drawings, bonds and bank guarantees.
- Assist with the supervision of the construction phase of operational works approvals including the necessary documentation management and endorsement processes.
- Undertake scheduled onsite inspections of development works ensuring full compliance with approval requirements for development construction.
- Assist with the delivery of operational works by developers and ensure compliance with Council standards.
- Review and accept quality data and as constructed information.
- Work effectively and collaboratively with the Development Assessment Branch of the Community Sustainability Directorate and wider stakeholders.
- Assist with the mentorship and guidance of the Cadet – Development Engineering
- Respond to customer action requests relating to Development Engineering matters.
- Conduct other DA assessments in a timely manner to meet statutory requirements as directed to assist the Senior Officer - Development Engineering and Coordinator – Development Engineering to comply with statutory timeframes and engineering standards.
