Primary objective
You will provide strategic leadership of workforce partnerships and engagement to strengthen workforce policy, industrial
relationships and system‑wide governance settings, supporting coherent and sustainable workforce processes that reduce
administrative burden for schools and improve workforce availability where it is needed most.

Context statement
Workforce Partnerships and Engagement sits within the School Leadership, Culture and Care division and is responsible for
workforce policy development, industrial engagement, workforce pipeline partnerships and leading a system wide focus on
workload aware decision making.

Key duties and responsibilities
1. Provide strategic leadership of workforce partnerships and engagement functions, ensuring workforce policy, industrial

implementation and system wide initiatives align with departmental priorities and whole of government requirements.
2. Lead the development and implementation of workforce related policy and frameworks, ensuring alignment with industrial

instruments, operational practice and workload impact for schools.
3. Lead agency level industrial engagement and workforce stakeholder relationships, including unions and central agencies, and

provide authoritative advice to senior executives on workforce and system risks.
4. Oversee workforce pipeline partnerships and initial teacher education engagement, including governance of programs and

advice on emerging workforce supply trends.
5. Provide oversight of governance, reporting, risk management and performance for the work unit, ensuring evidence based

decision making and continuous improvement.
6. Lead, develop and manage a high performing team, fostering a culture of accountability, collaboration and professionalism

consistent with public sector values.

Selection criteria
Essential
1. Demonstrated experience providing strategic leadership in complex workforce, policy, industrial or service delivery

environments, with the ability to operate effectively at a system or organisation wide level.
2. High level strategic, conceptual and analytical skills, including the ability to understand complex environments, assess risk and

impacts, and translate strategic priorities into clear frameworks, policies or actions.
3. Demonstrated ability to provide authoritative, evidence based advice and recommendations to senior leaders and stakeholders

on complex and sensitive issues.
4. Highly developed communication, influence and negotiation skills, including the ability to build and maintain productive,

collaborative relationships with a diverse range of internal and external stakeholders, and to work effectively across different
organisational, cultural and professional contexts.

5. Demonstrated people leadership capability, including leading and supporting a diverse workforce, fostering inclusive and
culturally respectful working environments, and building capability and engagement in complex and changing settings.

6. Demonstrated accountability for governance, compliance and performance, including experience overseeing programs,
initiatives or resources within relevant policy, legislative or organisational frameworks.

Desirable
1. Relevant tertiary qualifications in education, human resources, public policy or a related field.
