Social Services Regulator

The Social Services Regulator (SSR) is an independent statutory authority that exists to safeguard the rights of children and young people as well as people who use social services in Victoria.

The SSR regulates the Social Services Standards, the Child Safe Standards (for organisations without a sector specific co-regulator as well as the social services sector), and also administers the Worker and Carer Exclusion Scheme (WCES), Reportable Conduct Scheme (RCS) and Working with Children Check (WWCC) scheme and NDIS Worker Screening Check.

The Social Services Regulator takes an integrated and intelligence driven approach to identifying, preventing and excluding unsafe people from working with children and young people, as well as ensuring organisations that work with children and young people keep children safe from abuse and harm by meeting the Child Safe Standards.

As a co-regulator of the Child Safe Standards, the Social Services Regulator works with other co-regulators of the Child Safe Standards including the Department of Health, Victorian Registration and Qualifications Authority (VRQA), Victorian Early Childhood Regulation Authority (VECRA), and Workforce Inspectorate Victoria to keep children safe from harm and abuse.

THE ROLE

The Principal Legal Counsel (Internal Review) at the Social Services Regulator (SSR) will provide authoritative, high‑level legal advice in relation to internal review applications under the Worker Screening Act 2020 (Vic) (WS Act) including those yet to be proclaimed as well as internal reviews relating to other decisions under the Social Services Regulations Act 2021 (the SSR Act) and the Child Wellbeing and Safety Act 2005 (Vic) (CWSA Act).

The role will operate in a detail focused and high volume setting. A critical component to the Principal Legal Counsel's role will be to work as part of a multi-disciplinary team including engaging with experts from time to time. It will be essential for this role to balance analytical and critical thinking with an ability to process information quickly, adapt to changing circumstances, and confidently navigate ambiguity.

The work of the Principal Legal Counsel will be diverse and interesting and will meaningfully contribute to performance of the SSR's functions that relate to safeguarding children and social service users.

ACCOUNTABILITIES INCLUDE

Day-to-day your responsibilities will include:

Conduct the internal review of applications received by the SSR from time to time through the preparation and deliver high-quality, evidence-based briefs, draft statements of reasons and recommendations, critically analysing complex information from a variety of sources to present clear, well-reasoned advice to decision-makers.
Provide timely and authoritative legal advice on complex, high risk and sensitive internal review applications, ensuring alignment with legislative obligations and internal policy guidance.
Effectively collaborate within the multi-disciplinary internal review team to ensure subject matter expertise or advice is sought in relation to internal review applications where appropriate.
Play a role in the supporting the ongoing improvement of the internal review function, including the development, implementation, maintenance, monitoring of internal review applications as well as leading continuous improvement initiatives and effectively supporting performance and quality reporting.
