As part of our Transforming Boroondara (Customer First) program, we are seeking a proactive Change Analyst to support the delivery of meaningful, organisation-wide transformation.
About the role
This role plays a key part in supporting the successful delivery of change initiatives across Council. Working as part of the Organisational Development and Change Management team, the Change Analyst partners with project teams and stakeholders to embed structured change practices that enable strong adoption outcomes. The role contributes to shaping how change is planned, delivered and experienced, ensuring employees are supported to adapt to new ways of working, processes and systems.
You will support the delivery of structured change management activities aligned to organisational strategy, including developing and implementing change plans, assessing impacts, and contributing to stakeholder engagement approaches that encourage readiness and adoption. You will partner with project teams, People, Culture and Development colleagues and communications specialists to ensure change initiatives are coordinated, well understood and effectively delivered.
You will contribute to assessing organisational change readiness and capacity by analysing data, identifying potential risks, and providing insights that support leadership decision-making. This includes supporting the development of reporting, dashboards and insights that reflect change impacts, capacity and fatigue across the organisation.
You will also play a role in strengthening organisational change capability by contributing to the evolution of change practices, tools and frameworks, supporting forums and knowledge sharing, and helping embed change management into project delivery and governance.
About you
You bring proven experience applying contemporary change management approaches within complex environments, ideally supporting large-scale transformation initiatives. You are confident working with a broad range of stakeholders and are known for building trusted relationships, influencing outcomes and communicating clearly. You are adaptable, resilient and capable of managing multiple priorities, while maintaining a strong focus on improving employee and customer experience. Your analytical skills enable you to use data and insights to inform decisions, monitor progress and continuously improve change outcomes.

Employment Requirements
- Tertiary qualification in Change Management or Project Management with several years’ relevant experience or lesser formal qualifications with extensive experience in supporting organisational change.
- Change Management Certification (e.g. Prosci, ADKAR) - desirable
- Proven success in contributing to change management initiatives for large-scale transformation projects involving changes to processes, ways of working and uplifts in capability including changes to supporting systems and tools.
- Skilled in providing change support to change and project leadership.
- Applicants must have the right to work in Australia.
- Preferred applicants will be required to undergo a National Police Record Check and hold a valid Working with Children Clearance.
