The Role

The MCT Officer position plays a role in supervising a team who are responsible for the support of all secure radio Communication on a Government Department Maritime and Aviation Fleet assets.

Additionally, the role is responsible for maintaining contractual compliance with various satellite and radio communications suppliers The position is in Canberra, ACT. However, to meet operational requirements travel at short notice will be required.

Key Responsibilities:

The responsibilities of the Marine Communications Engineer can be many and varied and responsibilities may include:

Supervise the integration of secure radio Communications for all assets within the Branch and provide technical advice on radio Communications system design, selection, and integration.
Supervise the continuous improvement program for the governance of Instructions and Guidelines, Work Instructions, Marine Units Notices and other guidance manuals for Maritime Operational Technologies and Capability.
Analyse and rectify technical faults and issues with Maritime Operational Technologies,
Develop and deliver user documentation and training for capabilities within the scope of this role.
Conduct configuration management of secure radio communication capabilities that the team is responsible for.
Gather user requirements, documentation and securing quotations for works and liaise with third party vendors for the supply, maintenance, and support of their products.
Improve the availability of deployed communication systems on board assets, both Aviation and Marine.
Recommend, develop, and implement solutions to overcome identified capability gaps and obsolescence.
Provide clear instructions and guidelines to ensure currency with local and Commonwealth law for the operation and maintenance of the radio communications network for agency, operational users, and contractors.

About You

Essential Experience:

Possess or able to obtain and maintain an NV1 security clearance and an Employment Suitability Clearance (ESC).
Certificate III or Diploma in Electronics and Communications, equivalent or higher.
A thorough understanding of modern radio communications infrastructure including transmission capabilities.
Knowledge of emerging communications technologies and industry direction.
Experience designing major radio communications systems.

Highly Desirable:

Ten (10) years electronics industry experience and/or five (5) years marine experience.
Demonstrated understanding of the ABF Vessel Management Plan, the ISM Safety Management Systems and other related IMO regulations.
Demonstrated understanding of Engineering configuration controls and Integrated Logistic Support methodologies.
Experience with IT Infrastructure including LAN, WAN, Structured cabling, CCTV, PABX and Internal communications (ships alarms, intercoms and announcing systems) and door lock/alarm systems; and
Experience and/or formal qualifications in:
–Marine Communications systems e.g. Satellite, MF/HF,VHF, UHF, Secure communications.
–Computerised maintenance management systems.
–Use and management of High Assurance Cryptographic Equipment (HACE), and;
Experience in providing on-the-job training would be a distinct advantage.
