HR Manager - Infrastructure & Construction Sydney, NSW | Permanent, Full-Time | Senior Leadership Team
A high-growth, mid-size civil infrastructure business is looking for an experienced HR Manager to join their Senior Leadership Team on a confidential basis. This is a rare opportunity to step into a genuine people leadership role at a business that's scaling fast - and to shape the HR function from a position of real influence.
The business delivers complex civil infrastructure projects across NSW, QLD, and VIC for major government clients. They've grown significantly, matured their structure, and are now entering a new chapter - expanding into new states and territories, evolving their matrix organisation, and investing in their people through structured coaching, L&D, and cultural development programs.
They need an HR leader who gets blue collar. Someone who can walk into a room with a General Manager on a Friday and have an equally credible conversation with a site team on Monday.
What you'll be doing:
Lead people and culture strategy across a growing, multi-region infrastructure business
Drive change management through continued organisational evolution
Design and deliver an LMS and structured onboarding program
Oversee employee relations - coaching, performance support, and complex ER
Own workforce planning and organisational design
Manage and develop the HR Advisor
Lead or support EBA review and negotiation
Oversee payroll compliance via Employment Hero
Partner with GMs and business unit leaders to build high-performance culture
What you bring:
Solid HR Manager or Senior HRBP background in civil construction, infrastructure, utilities, or similar blue collar environment — non-negotiable
Experience with a Tier 2-3 contractor or large Tier 1
Strong ER capability
Natural relationship builder across all levels
Change management experience in a growing or restructuring business
Bias for action — you deliver consistently and own your outcomes
Employment Hero or similar HRIS familiarity is a bonus
EBA experience advantageous but not essential
